The social enterprise model is emerging as an alternative mechanism for dealing with many social and economic problems that governments and corporations can no longer solve. In Germany, the development and success of the social enterprise model can be thought of as a collaboration between government, corporations and society. The main contribution of German social enterprises is in the area of creating community jobs, and this is achieved not only through the formation of social capital itself, such as through charity, volunteering and networking, but also by serving as a point of intersection between the public and private market sectors. In this way, German social enterprises have maintained close relationships within their communities and this provides opportunities for community stakeholders to realize social integration. In contrast, socio-economic conditions for the development of social enterprises are not yet equipped. Therefore, this study looks into methods of activation of Korean social enterprises by comparing the situation in Korea with that of Germany, where social enterprises have maintained a dynamic role within a social market economy. We conclude that the Korean government needs to establish a new social enterprise development plan for a policy infrastructure that fosters a social enterprise sector operating independently and without relying excessively on government support.

사회적 기업은 최근 더 이상 국가와 시장이 해결할 수 없는 경제문제와 사회문 제 해결의 대안으로 떠오르고 있다. 사회적 기업이 활성화되기 위해서는 정부와 기업, 시민사회가 서로 협력체계를 구축하여야 한다. 독일에서 사회적 기업이 성 공하고 발전할 수 있었던 것은 사회적 경제의 전통 속에 정부와 기업, 시민사회의 공동적인 노력이 있었기에 가능했다고 볼 수 있다. 독일의 사회적 기업은 지역을 기반으로 지역에 필요한 일자리를 창출하는 분야를 주된 활동무대로 하며, 시민사 회의 기부나 자원봉사, 네트워크 등의 사회적 자본만으로 이루어지는 것이 아니라, 공공부문과 시장부문과의 교차점에서 양자로부터 적극적인 지원을 받고 있다. 이와 관련하여 사회적 기업 조직들은 지역사회와 밀접하게 관계를 형성하면서, 다양 한 이해당사자들을 포괄하는 지역사회의 결속과 연대를 마련하는 기회를 제공하 고 있다. 그러나 아직 한국사회에서 사회적 기업에 대한 국민적 인식은 낮은 편이 고 정부 주도의 사회적 기업 육성 정책은 여러 가지 한계를 드러내고 있다. 따라서 본 연구는 뚜렷한 사회적 기업 특성을 유지하고 발전시켜온 독일의 사례를 역사적 제도주의 관점에서 우리와 비교분석하여 한국에서의 사회적 기업 발전방향을 모 색해 보았다. 독일의 경험에서 우리가 얻을 수 있는 함의는 사회적 기업이 자율적 으로 성장할 수 있는 인프라를 형성하고 지원할 수 있도록 국가의 지원방향을 재 정립해야 한다는 것이다. 아무쪼록 본 연구가 현재 과도한 자유주의적인 정책들로 인해 사회양극화가 걷잡을 수 없이 진행되고 있는 우리 사회에서 새로운 사회정책 의 돌파구로서 큰 함의를 가질 수 있길 기대한다.
