The negative results of low fertility and aging trend have been increasing in our society. This study introduces social justice counseling as a new orientation to overcome productivity reduction from the current low fertility trend. Social justice counseling may help combat the crises of low fertility and decrease in labor production. Because the core idea of social justice counseling is to help the clients can grow up to be a productive human resource on the basis of realizing their own strengths. Social justice counseling tries to assist their clients, who are from disadvantages backgrounds, by helping the clients fulfill their own career goals. This article showed the current state and the roles of career and guidance counselor in schools. Also, this study described the goal of social justice counseling and the capabilities of social justice counselor by presenting ACA advocacy competence. In addition, the way to apply social justice counseling principles into career and guidance counseling was suggested. This study also discusses the ways to develop social justice counseling competency for career and guidance counselors.

본 논문에서는 저출산으로 인한 차세대 생산인력 감소에 대비하여, 취약계층을 포함한 우리나라 모든 아동․청소년이 자기실현을 이룰 수 있도록 도움으로써 사회의 생산성 향상에 기여하고, 저출산의 위기 극복에 공헌하는 진로진학상담의 새 방향으로 사회정의 상담을 소개하였다. 이를 위해 진로진학상담교사의 현황과 역할을 소개하였다. 사회정의 상담의 개념과 목표를 소개하고, 사회정의 상담자가 갖춰야 할 역량을 미국학교상담학회가 인준한 옹호역량을 중심으로 진술하였다. 아울러 진로진학상담에 사회정의 상담을 적용하는 방안을 제시하였다. 이 과정에서 사회인지 진로상담 모형에서 제시하는 진로장벽의 극복방안으로서의 사회정의 상담, 한국 일반계 고등학교를 대상으로 개발된 진로진학상담 모형의 각 단계에서 사회정의 상담 원리를 활용하는 방안, 진로진학상담교사의 직무수행 지침 항목별로 사회정의 상담 실행을 위해 유의해야 할 사항 등을 논의하였다.
