Many scholars have evaluated the United States local police system as the most effective in the world. Unlike the United States, The Republic of Korea has no local police system. The Korean National Police Agency (KNPA) is centralized under the federal government and the Central Police directly provide law enforcement services through its provincial district offices throughout the Korean peninsula. However, there is a possibility in the Korean Government to reconstruct the police system to be modeled after the United States and Europe with two different level of police, federal and the local police. Therefore, the purpose of this research is to analyze both federal and local police systems in the United States including the historical background of modern policing, rank/ organizational structures, and authority/jurisdiction as well as current and future issues in America. This research covers the various US law enforcement agencies (FBI, DEA, DHS, FBI, IRS, US Marshal Service, US Secret Service, etc.) and the US Federal Special Agent (GS-1811) program which the Korean Government may need to refer when their central police separates into a central and local police system. The US defense law enforcement agencies such as the Defense Criminal Investigative Service (DCIS), Army Criminal Investigation Command (CID), Air Force Office of Special Investigation (OSI), and the Naval Criminal Investigative Service (NCIS) were also reviewed as a part of the federal law enforcement agency.

세계화와 다문화로 분권화된 위상을 확보한 미국은 지역주민들의 요구가 자치 경찰제도 속에 그대로 배어있다는 것을 볼 수 있다. 여전히 많은 학자들은 미국을 가장 효율적인 자치경찰제도를 시행하고 있는 나라로 평가하고 있다. 한편, 한국 에서는 국가경찰제도하에서도 자치경찰제의 도입이 심심치 않게 논의될 때마다 미국의 자치경찰제에 대한 선행 연구 논문들이 무수히 발표되는 실정이다. 한국정 부는 유럽 일부에서 활용하고 있는 소위 유럽형 자치경찰제를 2006년부터 시행할 예정이라고 발표 한후 계속 연구 중에 있고 2013년 출범한 새 정부의 공약사항으 로 관련 부처에서 시행 논의를 거듭 추진하고 있지만 사실상 미온적인 경향이 있 다. 자치경찰제는 미국과 유럽형의 두 분류에서 큰 차이점은 유럽형은 국가경찰은 원래대로 존재하며 그 밖에 지방자치단체에서 자치경찰관을 직접 선발해 실행하 는 제도에서 크게 다른 점이다. 미국의 경찰관 계급장 등급에 대한 현황을 살펴보 아도 많은 곳에서 군대식 계급장을 사용하는 지역이 있으며 어느 지역은 보안관이 경찰의 행정업무를 하는 관 제도를 활용하는 등 매우 다양한 특성을 볼 수가 있다. 특히 미국의 법집행 기관인 연방수사기관, 주경찰, 지방경찰기관에서는 상호 명령 하복의 관계가 통용 되지 않는 독자적 기소권을 보여준다. 그리고 거의 전반적으 로 치안유지는 지방경찰이 하고 있다. 미국의 자치경찰의 특징은 첫째가 다양성 이라는 것이다. 미국의 자치경찰은 경우에 따라 읍,면,시,군의 실정에 따라 특별자 치단체 형식으로 다양하게 운영되고 있다. 이처럼 미국은 지역주민들의 요구에 따 라 가장 적절한 자치경찰제도를 시행하는 나라이다.
