This study has performed under premise that the factors affecting the performance management can be analyzed empirically in order to be successful performance management conducting each local government. This study was a review of prior studies. Through this process, this study has selected the factors affecting successful performance management as follows; ‘performance management system factors’, ‘performance management operating factors’, ‘performance management utilization factors’, ‘performance management feedback factors’, ‘performance management concernment factors’. Then this study has composed the analytical framework used this factors. Regression model of this study has the explanatory power(R2) of 45.4% and this model is statistically significant with an F value 78.241, Durbin-Waston statistic is 2.027, it means that there is independence between the error term. As analytical result, ‘performance management system factors’, ‘performance management utilization factors’, ‘performance management feedback factor’ has the positive(+) influence. On the other hands, ‘performance management concernment factors’ has the negative(-) influence.

본 연구는 각 지방자치단체에서 시행되고 있는 성과관리제도가 성공하기 위해서는 성과관리에 영향을 미치는 요인이 실증적으로 분석되어야 한다는 전제에서 수행하였다. 본 연구는 선행연구의 검토과정을 통해 성공적인 성과관리에 영향을 미치는 요인으로 ‘성과관리 제도요인’, ‘성과관리 운영요인’, ‘성과관리 활용요인’, ‘성과관리 환류요인’, ‘성과관리 우려요인’을 선정하여 분석의 틀을 구성하였고, 이를 토대로 공무원을 대상으로 설문조사를 실시하였다. 본 연구가 제시한 회귀모형은 설명력(R2)은 45.4%이고 F값이 78.241로 통계적으로 유의미하였으며, Durbin-Waston 통계량이 2.027로 오차항 간의 독립성이 존재하였다. 분석결과, 성공적인 성과관리에 대해 ‘성과관리 제도요인’, ‘성과관리 활용요인’, ‘성과관리 환류요인’ 등은 정(+)적인 영향을 미쳤고, ‘성과관리 우려요인’은 부(-)적인 영향을 미치며, ‘성과관리 운영요인’은 영향을 미치는 정도가 통계적으로 유의미하지 않은 것으로 나타났다.
