This study aims to analyze the characteristics of organizational culture of A local office of education. In this study, external responsiveness to learn about the corporate culture, internal flexibility, communication, were classified by type, such as job satisfaction. When present the main results are as follows. First, the case of A local office of Education, the characteristics of the organizational culture mobilization ever exhibited in various ways. Second, the department less than the overall average in all four elements centered on analyzing the results of the external correspondence is planning coordinators, auditors, secondary education and school safety, administration, and finances, facilities and external responsiveness shown by the increase, including various measures should be provided for this priority. Third, delegation, communication, organization department that represents the overall average less flexible inner traits in all three elements of the new construction project coordinator, school policy and secondary education and school safety, administration, internal and financial appear as flexibility efforts are needed first. Fourth, A communication between the interior side of the flexible element of the local office of education peer review, to look at a more granular communication between the upper and lower, showed the lowest averages among departments. Fifth, because the review of the relationship between job satisfaction and organizational cultural characteristics is actively building the organizational culture and high job satisfaction shows that the inseparable, and prepare a plan for improving job satisfaction of the organization. Thus ahead this should be carried out at the same time or the effort to improve both internal and external correspondence flexibility, high active organizational culture.

본 연구는 A교육청 본청 구성원들 간의 조직문화 사례를 분석함으로써 통해 향후 지방교육행정기관 조직 운영에 주는 시사점을 도출하고자 하였다. 본 연구에서는 조직문화에 대해서 알아보기 위하여 외부대응성, 내부유연성, 의사소통, 직무만족 등의 유형별로 구분하였다. 주요 분석결과 및 관련 제언을 제시하면 다음과 같다. 첫째, A교육청 본청의 경우 적극적 조직문화, 제한적 조직문화, 동원적 조직문화의 특성을 다양하게 나타내었다. 둘째, 외부대응성을 중심으로 분석한 결과 4가지 요소 모두에서 전체 평균 이하인 부서는 기획조정관, 감사관, 중등교육과, 학교생활안전과, 행정과, 재정과, 시설과 등으로 나타나 외부대응성 제고를 위한 제반 시책마련이 우선적으로 이루어져야 한다. 셋째, 권한위임, 의사소통, 조직신축의 3가지 요소 모두에서 전체 평균 이하인 내부유연적 특성을 나타내는 부서는 기획조정관, 학교정책과, 중등교육과, 학교생활안전과, 행정과, 재정과로 나타나 내부유연성 개선 노력이 우선적으로 필요하다. 넷째, A교육청의 내부유연성 요소 중 의사소통 측면을 부서간, 동료간, 상하간 의사소통으로 보다 세분하여 살펴보면, 부서간 평균이 가장 낮은 것으로 나타났다. 다섯째, 조직문화적 특성과 직무만족의 관계에 대한 검토결과는 적극적 조직문화의 구축과 높은 직무만족이 불가분의 관계에 있음을 보여주고 있으므로, 조직구성원의 직무만족 제고를 위한 방안을 마련하면서, 이에 앞서서 또는 이와 동시에 외부대응성과 내부유연성이 모두 높은 적극적 조직문화를 제고하고자 하는 노력이 진행되어야 한다.
