It is the purpose of this paper to draw out the policy measures for the establishment of settlement foundation in the big cities, which enable citizens to have the sense of stable settlement by enjoying a good quality of housing environment and by having a good neighborhood in their residential areas. In order to achieve the purpose of the paper this study tried to analyze the effects of the housing quality of the residential area in a big city on the settlement stability. On the basis of the study results it can be concluded as follows. Firstly it was found that the housing quality has the positive relationship with the housing satisfaction although it does not have the statistically meaningful relationship with settlement stability. However it was secondly found that housing satisfaction has the positive relationship with settlement stability. In these study findings it was found that the housing quality has the positive relationship with the settlement stability with housing satisfaction as a parameter. Therefore finally the above study findings make it possible that policy recommendation which can increase the settlement stability can be suggested that first increase the housing quality so that it increases the housing satisfaction, and then the increased housing satisfaction can increase the settlement stability.

본 논문은 대도시 생활권의 주거의 질이 주민들의 정주안정성에 미치는 영향을 분석하여, 주민들이 그들의 생활권 안에서 선린의 이웃관계를 유지하고 양질의 주거생활을 누림으로써 안정적인 정주의식을 가질 수 있도록 대도시 정주기반 구축을 위한 정책 방안을 모색하고자 하는데 그 연구 목적을 두고 있다. 연구결과 첫째, 주거의 질과 정주안정성은 직접적인 상관이 없지만 주거의 질은 주거만족도와 정의 상관관계가 있다. 둘째, 주거만족도는 정주안정성과 정의 상관관계가 있다. 따라서 주거의 질과 정주안정성은 통계적으로는 유의미한 상관이 없지만 주거만족도를 매개로 하여 주거의 질과 정주안정성이 상호 연관이 있음이 밝혀졌다. 이상과 같은 연구 결과를 바탕으로 본 연구의 목적인 정주안정성 향상을 위한 정책방안은 먼저 주거의 질을 향상시켜 주거만족도를 높이고, 다음으로 주거만족도를 높임으로써 정주안정성을 높이는 일이다.
