The study aims to analyze factors which impact the issue of local bonds by local governments and its structure. For this, the questionnaire survey was conducted on civil servants of 244 local governments and MOGAHA who are involved in local bonds. Firstly, based on previous literatures, factors related to issuing local bonds were classified into socio-economic, political, administrative, and financial aspects. And in order to analyze the structure of issuing local bonds, structural equation model(SEM) were established. The results showed that first, for direct factors of issuing local bonds, election as a political factor and financial management system and guideline for compilation of the budget as administrative factors were significant. Second, local features as socio-economic factors had indirect effects on issuing of local bond through election. Third, financial ability and financial demands among financial factors had indirect effects through financial management system and election, while debts and previous year's budget had impact through guideline for compilation of the budget and election.

본 연구는 지방자치단체 지방채발행의 영향요인과 구조를 분석하는데 목적이 있다. 이를 위해 244개의 지방자치단체와 행정자치부의 지방채 관련 공무원을 대상으로 설문조사를 실시하였다. 먼저 선행연구 고찰과 요인분석을 통해 지방채발행 관련 요인을 사회·경제적 요인, 정치적 요인, 행정적 요인, 재정적 요인으로 구분하였다. 그리고 지방채발행의 영향구조를 분석하기 위해 구조방정식모형(structural equation model, SEM)을 구축하여 분석하였다. 분석결과 첫째, 지방채발행에 직접적으로 영향을 미치는 요인은 정치적 요인 중 선거, 행정적 요인의 재정계획과 예산편성지침이 유의미하였다. 둘째, 사회·경제적 요인의 지역특성은 정치적 요인의 선거를 통해 간접적으로 지방채발행에 영향을 주었다. 셋째, 재정적 요인의 재정력 및 재정수요는 행정적 요인의 재정계획과 정치적 요인의 선거를 통해, 채무부담 및 전년예산은 행정적 요인의 예산편성지침과 정치적 요인의 선거를 통해 간접적으로 지방채발행에 영향을 주는 것으로 분석되었다.
