This research suggests a police welfare improvement plan that depends quality of life pattern by dividing current welfare system of police officer into areas of economy, health, family, culture and vocational value. It is important that police welfare system is prerequisite factor of improving satisfaction of public order and formation of pride and self-confidence will encourage high quality service toward citizens. Therefore, improvement of police welfare must be promoted with interest of command. For while police welfare has not been issued for a long time since there were various other pending issues. It has been improved a bit, but still it is very low in life quality perception if evaluate. Also distinct characteristic of police work has not been reflected properly and just match with soldiers or normal government officer, so the system is ostracized by police. Due to that below factors should be included in police welfare depends on life quality patterns. First, it is necessary to have support plan based on periodic psychological test from entire police and enlarge psychological treatment for work characteristic such as danger and sporadicalness for healthy life. Also ‘Trauma center’ that are located in only 6 megalopolises should be expanded to entire nation and police who exposed to crime case to take trauma treatment compulsorily. Second, laws and revision of laws that to collect evidences by ‘webcam’ during mobilization for securing safety while working as well as reinforcing social re-education likes personality education to prevent ‘police accident’ for safe life. Also it is urgent to have policy that induce autonomous rotation between desk job and local police by issuing ‘Certificate of driving experience’ to local polices when they retire. Third, it is required to have a plan that resolving accommodation problems to focus on work stably for regional rotation workers and new police officers and building exclusive pay system that reflects distinct characteristics of police as well as improving work environment for pleasant life. Fourth, for convenient life, there should be a ‘Hompage’ to share information with current police officer and installation of ‘retired police officer welfare center’ at each local police agency for effective self-reliance support of retired police officer who completely isolated from current information. Also it is necessary to build lifelong education system that can help newest information and acquisition of work knowledge. Fifth, social support and respect toward police is needed for happy life. To achieve this, active promotion of police activity such as development of public program, various advertisement and interview from police is needed.

본 연구에서는 경찰공무원의 복지실태를 경제·건강·가족·문화·직업가치 분야로 나누어 구체적으로 살펴보고, 삶의 질 유형에 따른 경찰 복지의 개선 방안을 제시 하였다. 경찰 복지의 중요성은 치안만족도 향상을 위한 전제적 기본 요건이며 직 장에 대한 자긍심과 자부심 형성은 바로 국민에 대한 질 높은 서비스로 이어지므 로 반드시 지휘부에서 관심을 두고 추진해야 할 과제이다. 그 동안 각종 현안에 밀려 적극적인 관심을 받지 못했던 경찰 복지 분야가 조금 씩 개선되고 있는 것은 사실이나 아직까지도 삶의 질 측면에서 본다면 그 수준은 매우 낮다고 평가된다. 또한 경찰 업무의 특수성을 제대로 반영치 못하고 군(軍)이나 일반 공무원과 격을 맞추 는 식의 복지 정책은 현장 경찰관들로부터 외면당할 뿐이다. 때문에 앞으로의 경찰 복지는 삶의 질 유형에 따라 다음과 같은 내용이 포 함되어야 할 것이다. 첫째, 건강한 삶을 위해서는 위험성·돌발성 등의 직무특성에 대비한 심리적 치 료의 확대와 전체 경찰관을 대상으로 한 정기적 심리진단과 이에 근거한 적 지원 책이 필요하다. 또한 현재 6개 광역시에 설치되어 있는 ‘트라우마 센터’를 전국으 로 확대하고, 강력사건에 노출된 경찰관은 의무적으로 트라우마 치료를 받도록 해 야 한다. 둘째, 안전한 삶을 위해서는 ‘경찰 사고’를 예방하기 위한 인성교육 등 사회재교 육의 강화와 직무 중 안전확보를 위해 신고 출동시 ‘웹캠(webcam)’으로 증거수집 을 할 수 있도록 관련 법령과 규칙 개정이 필요하다. 또한 지역경찰 근무자에게 퇴 직시 ‘운전경력증명서’를 발부하여 지역경찰과 내근 간의 자율적 순환을 유도하는 정책 마련이 시급하다. 셋째, 쾌적한 삶을 위해서는 근무환경 개선과 더불어 경찰 업무 특수성을 반영 한 독자적 보수체계의 마련과 지방 순환 근무자와 신임 경찰관들이 안정적으로 직 무에 전념할 수 있도록 주거문제 해결을 위한 숙소 마련이 필요하다. 넷째, 편리한 삶을 위해서는 현실적으로 정보가 단절된 퇴직 경찰관의 실질적인 자립지원을 위한 각 지방경찰청에 ‘퇴직 경찰관 복지지원센터’를 설치와 현직 경 찰관과 정보교류를 할 수 있도록「홈페이지」등을 개설하여야 한다. 또한 최신 상 식과 업무 지식 습득을 도울 수 있는 평생교육 기반 구축이 필요하다. 다섯째, 즐거운 삶을 위해서는 경찰에 대한 사회적 지지와 존중의 토대 마련이 필요하다. 이를 위해 경찰을 소재로 한 공영 프로그램의 개발과 각종 광고 및 인터 뷰 등을 통한 경찰 활동 사항의 적극적인 홍보가 필요하다.
