This paper examined how the governance has existed in the Korean life for the Japanese residents. The case study approached governance from the viewpoint of education, economic culture, security and environment observed by three Japanese residents in Korea, it also examined definite governance and the cooperative efforts by the global society. The global governance refers to the process, which is the direction leading to produce valuable results throughout the world. In addition, the concept includes a comprehensive formation process of fluctuating modern world order. The government should not only carry out administrative duties, but the civil society should also participate. While the civil society participates, coordinates opposition, profits, and begins to alter opinions the network would quickly redefine the definition of governance and include the new system to be born from common human problems. A talented person with such recognition takes the leadership and we wish for further stability among international relationships.

일본어

本稿の目的は、在韓日本人の暮らしの中に存在するガバナンスを検証することである。在韓者3名へのヒアリングを通じて教育・経済文化・安全保障・環境面の視点に立ってガバナンスの定義と在り方と今後の国際社会が有する課題にアプローチしている。グローバル・ガバナンスとは、世界全体が有益な方向に向かうプロセスのこと指し、そこに加えて変動しつつある現代の世界秩序の形成過程、つまりプロセスを包括的に含む概念のことである。またガバナンスの執行は、行政だけで行うことなく、市民社会が参加することで対立・相違する利益や意見を調整しながら、組織的なネットワークを立て直して人類共通の問題への取り組みや構想、そこから傑出される制度などを指す概念である。この研究が今後の国際関係に少しでも参考となり、国同士が協力して互いに発展していくこと、また日本と韓国が世界に誇る高い教育水準に柔軟性と国際的な価値観を併せ持った人材が両国で多く傑出されること、アジア諸国の相互理解・共生とその他諸国の発展のために活躍してくれることを願い考察したものである。
