Recently, China is proceeding to take the initiative of One Belt and One Road at a rapid rate, making a financing plan necessary to build composition of the initiative by raising a Silk Road Fund induced by private-sectors’ participation, along with the establishment AIIB. When it comes to the direction of One Belt and One Road, China has explained that it will promote a cooperation between comparative advantage industries by correlating with the economic strategy of the respective countries involved. Both Korea and China verified in FTA signing June 1, 2015, the Korea-China FTA would be the link between the Eurasian initiatives and One Belt and One Road, drawing a attention to specific economic cooperation between the two countries in the future. Korea-China FTA can be evaluated as future-oriented one because of a follow-up negotiations on such services and investment sectors, and it is expected to determine direction of the subsequent negotiations on the basis of the result through which various initiate pilot cooperation projects such as the operation of Local Economic Cooperation Demonstrations Area and the composition scheme of Korea-China Industrial Complexes/Parks. The details on specifying the Korean-Chinese economic cooperation and operation in the industrial Complexes/Parks are stipulated in article 17.26 of chapter 17 in Korea-China FTA Agreement and government of Korea designated Saemangeum as the industrial Complex between two countries. Korea-China FTA Industrial Complex planned to be installed in the area of Saemangeum Industrial Complex is expected to be built as a special regulation Area on the basis of Korea-China industrial Complex stipulated in Chapter 17. It will be needed to observe and analyze policies related to One Belt and One Road because there are lots of connecting elements between the promoting behavior measures of One Belt and One Road and the composition scheme of special regulation Area in Saemangeum, to lead to direct cooperation in many fields. In addition, considering the Chinese government’s initiative on One Belt and One Road is consistent with each of its related domestic policy to complement each other in establishing regional characteristics, it is also necessary for Korea to make consistent policies and their implementations through the establishment of Network in relation to the future economic cooperation policy for China. In the case of the Saemangeum project, related special laws are enacted and the active policy of the central government can be established, so, in this background, it is fully expected to ensure the performance of its business, if a consistent economic cooperation projects between the two nations are proceeded in conjunction with the other zones.

중국은 최근 일대일로(一带一路; One Belt and One Road) 구상을 빠른 속도로 구체화해 나가고 있으며, AIIB 창설과 함께 민간참여가 가능한 실크로드기금 조성을 통하여 일대일로 에 필요한 자금 융통 방안을 구축해가고 있다. 중국은 일대일로의 방향을 각 관련국의 경제전 략과 상호연계하여 비교우위산업 간 협력을 추진한다고 설명하고 있다. 2015년 6월 1일 한중FTA 서명식에서는 한중FTA가 일대일로와 유라시아 이니셔티브의 연 결고리가 될 것임을 확인한 바 있으며, 이에 향후 한중FTA를 통한 양국의 구체적인 경제협력 방향에 관심이 모아지고 있다. 한중FTA는 서비스분야 및 투자분야 등의 후속협상을 예정하고 있기 때문에 미래지향적인 FTA로 평가할 수 있으며, 이후의 후속협상 과정에서 양국 지방경제협력 시범지역 운영과 한중산업단지 조성 방식을 통한 다양한 협력사업을 통하여 그 결과를 바탕으로 후속협상의 방향을 정해 가게 될 것으로 예상된다. 한중FTA 협정문 제17장 경제협력 제17.26조에서는 한-중 산업단지/공업원 지정 및 협력에 관한 사항을 두고 있으며, 2015년 6월 22일 한국측은 새만금을 한중 산업단지로 운영하기로 한 바 있다. 새만금 한중경제협력단지 내에 설치되는 한중FTA산업단지는 한중FTA 제17장에 규정된 한중산업단지에 관한 내용을 토대로 향후 규제특례지역으로 조성될 예정이다. 중국이 제시하 고 있는 일대일로 행동 추진 방안과 새만금 규제특례지역 조성방안은 많은 부분에서 직접적 인 협력을 이끌어 낼 수 있는 연결요소들이 있으므로, 향후 중국의 일대일로 관련 정책을 지속적으로 관찰하고 분석해가야 할 것이다. 또한, 중국정부의 일대일로 구상과 중국 국내의 각 정책들이 모두 일관성을 가지고 국내의 각지역 특성별로 상호보완적으로 수립해가는 점에 착안하여, 우리나라도 향후 대 중국 경제협력 정책과 관련하여 국내 네트워크 구축을 통한 일관된 정책 수립과 시행이 필요하다. 새만금사업의 경우 관련 특별법이 제정되어 있으며, 중앙정부차원의 적극적인 정책 수립이 가능하기 때문에 다른 특구들과 연계한 일관된 한-중 경제협력 사업을 수행해간다면 충분히 그 사업의 성과가 확보될 것으로 예상된다.
