The aim of this study is to examine the reality and status of the teacher qualification system that plays an important role in Korean language teacher development and certification and also to examine the development direction. The enactment ordinance of the Framework Act on the National Language was announced in July 2005, there was a huge fluctuation in the Korean education circle. It was the introduction of certified license as a Korean language teacher. The class of qualification, compulsory credit to take, course and area were included in the regulation, which was the reflection of willingness of the state to produce more specialized teachers. As Korean language teacher qualification is granted based on the provisions of the regulation, regular degree course at the university (graduate school) and other non-degree course curriculum were systemized. According to the implementation of the Korean language teacher qualification system, the Korean language education environment and teacher employment trend are changed. While there were 9 undergraduate courses and 14 graduate courses (inc. graduated of education) in 2005, the graduate school courses for Korean language major were 103 and undergraduate courses were 50 in 2015. In accordance with such trend, the Korean language education institutions request the qualified teachers as the subject of employment or give priority to qualified teachers. Therefore, the Framework Act on the National Language had impacts on the increase of university level Korean language education institutions and the employment trend of teachers. However, after 10 years of implementation of the Framework Act on the National Language, the system also showed some limits. The study suggested development directions in 3 aspects: Firstly, the legal provision and teacher qualification requirements, secondly, qualification obtained at non-regular qualification institution and thirdly the improvement of labor conditions of teachers. It is required to make continual effort for improvement of Korean language qualification system and to make close cooperation of related departments with the ministry of culture, sports and tourism at its center.

이 연구에서는 최근 한국어 교원 육성 및 인증과 관련하여 중요한 역할을 하고 있는 한국어 교원자격제도의 현황을 살펴보고 이를 바탕으로 발전 방향을 모색할 것이다. 2005년 국어기본법의 제정으로 공인된 한국어 교원 자격증이 생겨났다. 법령 안에 한국어 교원 자격 급수, 필수 이수 학점과 과목 및 영역 등이 제정되었다. 이 법령에 규정된 조항에 근거하여 한국어 교원 자격을 부여함에 따라 한국어 교원 양성을 위한 대학(원)의 정규 학위 과정, 기타 비학위 과정의 교육과정이 체계화되었다. 한국어 교원 자격제도의 시행에 따라 한국어 교육 환경 및 교원 임용 양상도 변화하고 있다. 2005년 당시 대학 학부 과정이 9개, 대학원(교육대학원 포함) 과정이 14개였으나 국어기본법 시행 후에 한국어교육 전공을 개설한 대학(원)은 2015년 현재 대학원이 103개, 학부 50개로 증가하였다. 이에 발맞추어 한국어 교육 기관이 교사 임용과정에서 한국어 교원 자격 취득자만을 임용 대상으로 제시하거나, 한국어 교원 자격 취득자를 우대하고 있다. 이를 통해 볼 때 국어기본법은 대학 급 한국어 교육 기관의 증가를 이끌어내고 나아가 교사 임용 관행에도 영향을 끼치고 있음을 알 수 있다. 그러나 법 시행 이후 10년이 흐르며 제도의 한계 역시 드러났다. 이 연구에서는 크게 세 가지 측면에서 발전 방향을 제시하였다. 첫째로 법 조항과 교원 자격 인증 요건에 대한 것, 둘째, 비정규 자격취득기관에 대한 것, 셋째, 교원의 처우 개선에 대한 것이다. 향후 교원자격제도의 지속적 개선을 위하여 문화체육관광부를 중심으로 정책 관련 부서가 함께 노력해야 한다.
