The purpose of this study is to analyze the actual work environment of one-stop service center policewoman in investigation support team, and then to recommend some improvement directions in the environment for victims protection. The survey on the investigation support work environment was designed and carried out in the five categories which comprised investigation infrastructure, working type, other support teams in the center, other police teams outside the center, and work loss. Among the improvement directions of work environment, first of all, the material infrastructure for investigation should be bettered. As the three parts of facilities, equipment, and computer system are incorporated in the material infrastructure, especially it is essential to improve the investigation facilities including video and sound recording machines. Secondly, computer system in the center has to be upgraded for working time saving, where the most policewomen now suffer from a great deal of paperwork. Thirdly, it’s necessary for the investigation support team policewoman to strengthen working partnerships with other support or police teams in and outside the center. Finally, it is required to design and arrange the proper healing programs for the policewomen, who are exposed to the stress of vicarious trauma in the investigation process of abnormal cases while on duty.

본 연구는 원스톱 지원센터 근무 여성경찰관의 수사지원 업무환경 실태를 분석하 고 피해자 보호를 위한 수사지원 업무환경의 개선방향을 도출하고자 하였다. 수사지 원 업무환경에 대한 조사는 ① 피해자 조사 인프라, ② 근무 형태, ③ 원스톱센터 내 여타 지원기능 ④ 원스톱센터 외부 경찰기능, ⑤ 업무 손실 등 크게 다섯 범주에서 진행되었다. 업무환경의 개선방향은, 첫째, 조사업무의 물적 인프라(시설, 장비, 전산 시스템) 가운데서도 영상과 녹음 등 장비의 개선이 최우선적으로 이루어져야 한다. 둘째, 조사업무의 물적 인프라 중 전산시스템의 개선이 이루어져야 한다. 원스톱센터 경찰관의 각종 서류정리 시간(약 113분)의 예를 보면, 증거채취 소요시간(약 114분) 에 못지않은 시간이 소요되고 있으며 이는 전산망을 효과적으로 이용하지 못하는 번 잡한 수작업 통계에도 기인한다. 셋째, 원스톱센터 내외의 여타 기능들과 업무 협조 관계를 강화해야 한다. 우선 원스톱센터 내부적으로는 응급치료 및 증거채취 업무에 서 무엇보다 긴요한 간호인력, 의료지원 기능과의 업무협조에 주의를 기울어야 한다. 원스톱센터 외부적으로는 경찰기능 특히 경찰서의 형사팀, 성폭력 전담수사팀 또는 지구대와의 업무 협조관계를 강화해야 한다. 넷째, 원스톱센터 여성경찰관의 상담・ 치유프로그램의 개발이 필요하다. 원스톱센터 여성경찰관은 소수의 인원이 24시간 교대근무를 지속해야하며 근무 중 비정상적인 사건 상황과 그로부터 입은 대리외상 스트레스에 노출되어 있다. 외상충격 회복과 수사지원 업무의 지속성을 확보하기 위 하여 다양한 형태의 상담 프로그램, 심층 치유프로그램, 소진방지 워크숍 등이 개발 되어야 한다.
