This study aims to suggest a reorganization method and direction of the NCS(National Competency Standards) professional basic ability-based liberal arts curriculum, developed by the industrial world. The present NCS is associated with the government's hands-on talent training direction, and colleges, which are higher vocational education institutions, are required to operate in connection with job training, based on each department. In order to implement NCS-based major education in collage, support the professional basic ability and strengthen this ability in liberal arts education, “D University” developed a demander-centered liberal arts curriculum, based on the NCS(National Competency Standards) professional basic ability. The developed curriculum reflected the conditions of liberal arts education in “D University” and the results of the study on the demand of "D University"-affiliated industries and departments for liberal arts education. This study aimed to enable the quality of liberal arts education of colleges to meet the level of professional basic ability required by the industrial world and solve a mismatch in manpower supply and demand in industrial sites, and analyzed the case of the liberal arts curriculum, which was reformed, based on the professional basic ability, to see if the curriculum suited the fundamental educational goal of higher vocational education institutions for liberal arts education and make the necessity and importance of liberal arts education recognized by improving satisfaction of demanders for liberal arts education, internally and externally.

본 연구의 목적은 산업계 주도로 개발된 NCS 직업기초능력을 반영한 교양교육과정의 개편방향과 방법을 제시하는 것으로 현재 제시되고 있는 NCS는 정부의 실무적 인재 육성방향과 맞물려 있으며, 고등직업교육기관인 전문대학의 경우 학과별 기반으로 직무교육과 연계하여 운영하도록 요구되어지고 있는 상황이다. 이를 위하여 대학교육 중 NCS 기반의 전공교육을 실시하며, 이와 함께 직업기초능력을 지원하고 교양교육으로서의 직업기초능력을 강화하기 위해 NCS 직업기초능력을 반영한 수요자 중심의 교양교육과정을 “D대학”에서 개발하였다. 개발에 있어서 “D대학”의 교양교육여건과 “D대학”과 연계된 산업체 및 대학 소속 학과의 교양교육에 대한 수요조사의 결과를 반영하였다. 이러한 결과를 통해 전문대학의 교양교육품질이 산업계가 요구하는 직업기초능력수준에 부합하고 산업현장에서의 인력수급에 미스매치(mismatch)가 해소되도록 하는 것이 목적이며, 또한 직업기초능력 기반으로 개편된 교양교육과정이 고등직업교육기관의 교양교육에 대한 본질적인 교육목표에 부합하고 대내외 교양교육 수요자의 만족도를 제고하여 교양교육의 필요성과 중요성을 재인식하는 계기가 되도록 사례를 중심으로 분석하였다.
