The study aims to explore how to develop a desirable retirement education program to enable police officers on the frontline to keep public order to maintain stability in their current and future life. It analyzes the status of retirement management in both public and private sectors, presents problems with the existing retirement education program and suggests more effective ways for improvement to achieve the purpose of this study. Police officers are always exposed to more dangerous working environments than any other public officials due to their occupational characteristics to protect the nation's life and property from various crimes and the intensity of their public services is very high. Therefore, public officers tend to change jobs more than any other occupations and their retirement form is diverse along with the rank-limit system. Hence, retirement education programs for police officers play more important roles as police officers retire after services to keep the nation safe, meaning that the programs are more important than any other welfare programs provided during their tenure. This study, based on the above discussion, suggests desirable ways to improve retirement education for police officers. First, it is necessary to expand re-employment programs within the police department and ensure less strict qualifications for application. Second, a department solely dedicated to retirement management and relevant education program shall be established and the responsible officers shall be promoted to welfare management level. Third, it is necessary to establish a 'private instructor development course' provided to retired police officers in alliance with the police education institution. Fourth, it is necessary to support license acquisition through degree programs and career recognition based on the police-academia agreement or MOU with universities. This study is meaningful as it suggests the basic future directions for police officer retirement education program based on comparative analyses covering more institutions than the previous studies. It is hoped that this study contributes to improvement of qualify of life of retired police officers.

본 연구는 최 일선에서 묵묵히 공공을 위한 임무를 수행하고 있는 경찰공무원의 현재와 미래의 안정적인 삶의 설계를 위하여 바람직한 퇴직 교육프로그램의 발전 방안을 연구하는데 목적이 있으며, 이를 위해 정부기관 및 민간분야의 퇴직관리 실태를 분석하였고 이를 통해 퇴직 교육프로그램의 문제점을 지적하고 효과적인 개선방안을 제시하였다. 각종 범죄로부터 국민의 생명과 재산을 보호하는 경찰업무의 특성상 경찰공무 원들은 일반직 공무원과 달리 항상 위험한 근무환경에 노출되어 있고 그 근무강도 도 높은 편이다. 때문에 경찰공무원은 타 직종에 비해 이직이 많은 편이고, 계급정 년제도를 갖고 있는 등 일반 공무원들에 비해 퇴직 형태도 다양하다. 이와 같이 국민의 파수꾼으로 근무하다 퇴직을 맞이하는 경찰공무원의 퇴직 교 육프로그램 중요성은 현직에 근무할 때의 복지보다 더욱 중요하다 하겠다. 본 연구에서는 위와 같은 논의를 바탕으로 바람직한 경찰공무원의 퇴직 교육프 로그램 개선방안을 다음과 같이 제시하고자 한다. 첫째, 경찰 내부 재취업 프로그램 및 유관기관의 확대 및 신청 대상의 완화가 필 요하다. 둘째, 퇴직관리 및 퇴직 교육프로그램 전담부서의 신설과 복지관리관급으로의 직급 격상을 해야 한다. 셋째, 경찰교육기관과 협조하여 퇴직 경찰공무원을 대상으로 ‘민간강사 양성과 정’을 신설 운영할 필요가 있다. 넷째, 대학 등과 경학협정 및 MOU 체결을 통한 학위 취득과 경력을 활용한 자 격증 취득 지원을 해야 한다. 본 연구는 선행연구에 비해 보다 많은 기관과의 비교 분석을 통하여 경찰공무원 의 퇴직 교육프로그램이 앞으로 나아가야 할 기본방향을 제시하였다는데 큰 의미 가 있다고 할 것이다. 모쪼록 본 연구가 퇴직 경찰공무원의 삶의 질 향상을 높이는 데 일조하기를 바래본다.
