This study conducted comparison analysis between defense material cost system, which is to determine final contract price, and expense structure of EVMS, scientific business managing technique for successful business management of weapon system research and development. Research compared EVMS expense analysis method and primary concept, purpose, characteristic and meaning of defense material on theoretical frame and analyzed its detailed structure and system. The purpose of the study is to contrive plan for bolstering synergy between EVMS expense structure and defense material cost system through it. In terms of weapon system research and development business, the result of the study containing comparison of EVMS expense analysis and defense material cost calculation technique for maximizing efficiency, fairness and trustworthiness of defense budget execution would suggest important policy implication between expense analysis and cost analysis of further defense acquisition work system.

본 논문은 무기체계 연구개발 사업의 성공적인 사업관리를 위한 과학적 사업관리 기법인 EVMS의 비용구조와 최종 계약금액을 결정하기 위한 방산물자 원가체계를 상호 비교분석하였다. EVMS 비용분석 방법과 방산물자 원가계산의 주요 개념, 목적, 특성과 의의 등을 이론적 틀에서 비교하고, 구체적인 구조 및 체계를 분석했다. 이를 통해서 EVMS 비용구조와 방산물자 원가체계 간에 연계 강화방안을 염출하는 것이 연구의 목적이 되겠다. 무기체계 연구개발 사업 추진에 있어 국방예산 집행의 효율성 및 투명성, 신뢰성을 극대화하기 위한 EVMS 비용분석과 방산물자 원가계산 기법을 비교한 연구결과는 향후 국방획득 업무체계의 비용분석과 원가분석 간 중요한 정책적 시사점을 함의할 것이라 본다.
