The purpose of the present study was twofold. First, it tried to provide better strategic suggestions through evaluation and improvement plan for management and implementation of developmental rehabilitation service system based on the 「Public Welfare Act for Children with Disabilities」 of 2012. Second, it also sought current state, problems, and improvement plan for the qualification of art psychology counselor license issued by the Korean Arts Psychotherapy Association. For the purpose, it analyzed current state and problems of developmental rehabilitation service based on the laws and studies relating to the service. As a results, this study brought several issues including the identity of certificate of the art psychology counselor, establishment of the association to administrate the qualification of the art psychology counselor, creating incorporation of the association, and distinction between the art psychology counseling and other counseling areas. Furthermore, this study found not only many problems and issues through analysis, but also it brought up necessity for further studies to identify and solve many tasks. And directions toward problem solving were further discussed.

본 연구는 2012년 「장애아동복지지원법」의 시행으로 법적근거를 마련한 발달재활서비스 제도의 시행 및 운영에 대한 평가와 개선방안을 모색하여, 보다 발전적인 정책적 제언을 마련함과 동시에 한국예술심리치료학회에서 발급하는 예술심리상담사 자격과 관련한 제반 사항 및 해결과제들을 진단하는데 그 목적이 있다. 이를 위해 예술심리상담사의 자격과 관련해서 법률적인 배경을 통해 발달재활서비스 전문인력에 대한 제반 사항들을 살펴보았고, 향후 예술심리상담사 자격의 공인화를 위해 해결해야 할 부분들을 진단하는데 있어서의 기본적인 틀을 제공하기 위해 관련 자료들을 검토하였다. 본 연구를 통해 첫째, 예술심리상담사 자격증의 정체성 문제, 둘째, 예술심리상담사 자격 관리를 위한 협회 설립의 문제, 셋째, 구성되는 협회의 법인화 문제, 넷째, 예술심리상담과 타 영역과의 차별성 문제 등이 도출되었다. 분석을 통해 도출된 문제점이나 쟁점들 이외에도 많은 과제들을 확인하고 해결하기 위한 후속 및 추가연구의 필요성이 제기되었다. 그리고 이러한 결과들을 해결할 수 있는 추후 방안들이 심도 있게 논의되었다.
