Until 1980s, inventory or organizational slack had been regarded as necessary evil in the organizations. Since JIT system was introduced by Toyota in the middle of 1980s, however, organizational slack began to be thought as waste of resources, and sharing resources without organizational slack promptly with business partners was more useful and beneficial. But as recently the high-tech industries, convergence of industries and new technological innovation are more and more important, once again the organizational slack got organizational attention which was necessary to deal with customers’ needs and to get trusts of customers. Especially, since the recent economic crisis in advanced countries such as Europe and Japan lasted for a long time, the issue of organizational slack has become hot and seen more useful, and in some cases, indispensable and necessary for innovation. Accordingly, this empirical research model was designed to analyze the effects of organizational slack on technological innovation focused on the moderating effect of the environmental uncertainty. For this purpose, questionnaire surveys were administered to target manufacturing companies in Korea and the empirical analysis was finally done with the surveys of effective 250 companies. After in-depth analysis of validity, reliability, correlation and multiple regression analysis using SPSS 18.0, we could successfully find two meaningful findings. First, after the firm size and firm age were controlled, both absorbed slack and unabsorbed slack had significantly positive effects on the technological innovation. Second, the environmental uncertainty negatively moderated the relationship between absorbed slack and technological innovation while the environmental uncertainty had no moderating effect between unabsorbed slack and technological innovation. But this research has some limitations of generalization. Especially, as this research was analyzed by limited number and region of samples, more numbers and other regions and even other countries of samples are recommended in the future.

1980년대까지는 조직여유가 조직내의 필요악으로 간주되었으나, 1980년 중반 토요타의 JIT(Just In Time) 시스템 도입이후 조직여유는 낭비요소로 간주되기 시작하였고 기업은 최소 재고만 보유하는 경향이 확대되었다. 하지만 최근 고부가 가치 산업이나 창의적 융합 산업이 중요시됨에 따라 다시 조직여유에 대한 관심이 나타나고 있다. 특히 유럽과 일본 등의 선진국에서 장기간의 경제 침체가 계속됨에 따라 조직여유가 유용하고 혁신에 필수적인 요소라는 주장들이 설득력 있게 받아들여지고 있다. 이에 본 연구에서는 조직여유가 기술혁신에 미치는 영향과 조직여유와 기술혁신간의 관계에서 환경불확실성의 조절효과를 실증적으로 분석하였다. 이를 통해 의미있는 두 가지 결과를 발견하였다. 첫째, 조직여유(흡수된 여유, 흡수되지 않은 여유)는 기술혁신에 유의한 정(+)의 영향을 미친다. 둘째, 환경불확실성은 조직여유 중 흡수된 여유와 기술혁신간의 관계를 부정적(-)으로 조절하는 반면, 조직여유 중 흡수되지 않은 여유와 기술혁신간의 관계에서는 환경불확실성의 조절효과가 나타나지 않았다. 이와 같은 본 실증 연구결과는 제한된 샘플과 지역의 한계로 인해 일반화하는데 한계가 있을 수 있지만, 혁신을 위한 조직여유의 필요성과 환경불확실성의 관리 필요성에 대한 충분한 명분을 제시해주는데 의의가 있을 것이다.
