This study examines how to see the relationship between a nation and an ethnicity in the global era, focusing on the characteristics of “Transnational Ethnic Groups” of the Korean-Chinese ethnicity. Traditionally, ethnic groups have influenced politics, economics, domestic diplomacy, and international politics and economics. In particular,the ethic group of Korean-Chinese has experienced political dynamics of dual identities between their national identity in Chinese pursuing recent policies on the minority nation and the one in Korean policy on overseas Koreans. That is, they are now confronted with the task of survival and development surrounding new opportunities and conflicts, following China's open-door policy, as well as increased official and individual contacts with Korea. Therefore, South Korea should seek policies to broadly manage, coexist and develop not only with overseas Koreans, but also with foreigners living in South Korea, in order to accept a multiracial and multicultural society, and therefore become an advanced leading nation.

이 논문은 글로벌시대에 있어서 국가와 민족의 관계를 어떻게 볼 것인가를 중국조선족의 “과계민족”에 대한 특성을 중심으로 알아보았다. “과계민족”의 특성 중, “과계민족”은 정치, 경제, 외교, 국제정치경제에 영향을 미치고 있다. 특히 최근에 중국 조선족은 중국이 추구하는 소수민족 정책에서의 국가정체성과 한국의 재외동포 정책에서의 민족정체성에 따른 이중정체성의 정치적 역학 속에 있다. 즉, 개혁․ 개방에 따른 중국화의 요구와 한국과의 접촉 증대에 따른 새로운 기회와 갈등요소 속에서 생존과 발전이라는 새로운 과제에 직면하고 있는 것이다. 한국은 다민족과 다문화 사회를 수용하고 선진 국가로 나아가기 위해서 다양한 특성이 나타나는 “과계민족”을 중심으로 국외의 재외동포 뿐만 아니라 국내에 거주하고 있는 외국인에 대해서도 폭넓게 대처하고 공존하며 발전할 수 있는 정책을 모색해야 할 것이다.
