As of 2014 the small and medium-sized enterprises (SMEs) comprise 99% of the firms and 88% of the nation’s employment. The continuation of nation’s economic growth can be achieved when local SMEs are strong, reflecting characteristics of local economies. In the past, SMEs also played an important role in economic growth and employment as conglomerates did. But, since 2000’s, SMEs have continuously shrunk in their size and role, compared to big business groups’ ones. The SMEs have confronted unfair competition with large firms and squeezed low margins in subcontract relationship. The imbalance and polarization between SMEs and big business groups are not yet improved and even deteriorated so far. This study covers small and medium-sized manufacturing firms in Gyeongbuk province and compares SMEs with conglomerates. The study analyzes structural factors that inhibit the competitiveness of local SMEs in existing economic order and suggests several plans that can enhance their competitiveness. First, local SMEs should focus on developing its own distinctive and unique technology models. Second, local SMEs should make efforts to reduce monopolistic power of large-scale enterprises and should strengthen the cooperative win-win system between conglomerates and SMEs. Third, local SMEs should take advantage of a cooperative organization to overcome the lack of bargaining power and technology development. Finally, government and policymakers should foster local SMEs in the form of ‘local production for local consumption’ utilizing regional characteristics. The SMEs should make every efforts to survive in highly competitive economic environment by developing creative technology as well as utilizing SME’s cooperative association to enhance a bargaining power. The government should guarantee fair competition with conglomerates and act as a fair judge to foster the SMEs under unfair subcontract relationships.

2014년 현재 우리나라 기업 수의 99%가 중소기업이며 국가 전체고용의 88%를 차지하고 있는데서 보는 것처럼 중소기업은 국가경제의 중추역할을 하고 있다. 따라서 국가경제발전은 지역경제의 특성에 적합하게 성장 발전한 지역 중소기업의 지속가능한 성장이 뒷받침되어야 가능하다. 중소기업은 과거 대기업 국가경제 성장에 대한 기여와 고용창출 역할을 수행해 왔다. 그러나 2000년대 들어 ‘고용 없는 성장’의 확산은 대기업과 중소기업 간의 불균형, 특히 제조업분 야에서의 하도급관계의 구조변화 등에 기인하는 불공정경쟁, 부당한 수익구조 형성 등이 주된 요인으로 작용한 것으로 분석되었다. 아직까지도 우리나라는 중소기업과 대기업간의 불균형과 양극화 현상은 개선되지 않고 있으며 오히려 악화되고 있는 실정이다. 이에 본 논문은 이러한 기존 경제 질서 하에서 지역중소기업이 안고 있는 경쟁력 저해의 구조적 요인을 분석하고 경쟁력을 제고 할 수 있는 방안을 제시하고자 하였다. 본 논문에서는 경상북도 지역의 중소제조기업을 대상으로 대기업과 대비하면서 분석하였다. 지역중소기업의 경쟁력제고방안으로서 첫째, 지역 중소기업들은 독자적인 기술력과 차별화된 자사 고유의 특화 모델 개발에 주력할 필요가 있다. 둘째, 현재 대기업의 수요독과점적 지위를 완화시키고 대․중소 기업이 상생 가능한 기존 제도의 정비와 사후관리를 강화할 필요가 있다. 셋째, 지역중소기업들에 게 부족한 기술개발과 대기업과의 협상력 확보에 협동조합조직을 적극 활용할 필요가 있다. 넷째, 지역별 특성을 살린 지산지소형(地産地消型) 중소기업을 육성할 필요가 있다. 치열한 국내외 경쟁 환경에 직면해 있는 우리나라 중소기업들은 독자적 기술개발을 꾸준히 추진하며 특히 협동조합의 교육 프로그램을 강화할 필요성을 강조하지 않을 수 없다. 정부 역시 재벌기업과의 공정한 경쟁이 보장되도록 추가적인 법적 보완과 법집행의 엄격성을 준수해야 하며, 지방자치단체 역시 중소기업에 도움이 되는 지역 내 선순환경제시스템을 구축하기 위해 많은 노력을 기울일 필요가 있다.
