Korean Society for the Politics of Education (KSPE) has been weathered two decades of its academic journey in Korea and achieved monumental academic progress so far. Most of all, the pioneers in 90s challenged the myth of ‘education out of politics’ and sawed a seed of ‘the political approach in education’. The author cannot appreciate too much for its work and accomplishment of KSPE since inception. This paper focused on the accomplishment of KSPE’s second decade for the first decade was covered by the special issue of celebrating its 10th anniversary. Based on the then-made rubric, the articles published in the Journal of Politics of Education were analyzed. Former decade focused on education reforms for their were many historic venues in education like the inauguration of civil administration, the unveil of 5·31 education reform plan, and the new education agenda of Kim Dae Jung administration, etc. As those education agenda were planned and implemented, the research of latter decade mainly dealt with policy implementation and evaluation. Also, welfare and early childhood education were discussed in politics of education area. This study also shed light on the research and education of politics of education terrain of the U.S. and compared and contrasted the characteristics of the academia and its components of two nations. Explaining two major conflicting forces of market and government in education, this study adopted Dahl’s concept of ‘Homo Civicus’ and Labaree’s framework of ‘citizen vs consumer’ to bring more productive arguments aiming consensus in common good and better aim of education.

한국교육정치학회 창립 20주년을 기념하여 지나간 20년간의 성과를 살펴보았다. 창 립 10주년 당시 그때까지의 연구 결과물과 성과에 대한 정리와 회고가 있었기 때문에 본 논문에서는 그 이후를 주로 살펴보았다. 전반 10년과 최근 10년을 비교할 때 두드러진 특징은 교육개혁관련 연구는 감소한 반면 교육정책 및 평가관련 연구는 증가했다는 점이다. 교육정치학회가 출범할 당시의 10년은 문민정부의 출범, 5·31교육개혁, 국민의 정부 출범 등으로 인한 개혁 아젠다가 교육정치학 논의의 주류를 이루었다고 하겠다. 이후 10년은 그러한 개혁아젠다들이 구 체적인 교육정책으로 반영되고 그에 대한 평가가 이루어지는 시기여서 연구의 초점도 자연스럽게 변화한 것이다. 아울러, 그 이전과 다르게 교육복지, 유아교육 같은 영역들 이 교육정치학 연구의 새로운 영역으로 등장한 것도 특징이다. 한국의 교육정치학이 교육행정학의 이원론적 특성에 대한 성찰적 접근에서 교육학계 내부에서 시작되었다면, 미국은 정치학계와 행정학계의 정치학자들이 관련 연구를 주 도한 특징이 있다. 교육학계의 교육정치학자들이 중심이 되어 이끌어온 미국의 교육정 치학회가 2010년대 이후 활동이 둔화되는 것에 반해서, 미국 내에서 보수적인 정치학 자들을 중심으로 한 교육정치학 연구와 교육은 더욱 활발해지고 있는 특징이 있다. 한국교육정치학연구의 당면 과제로 시장과 정부의 이분법적 대립을 극복할 수 있는 이론적 틀로 Dahl과 Labaree의 관점을 제시하였다.
