Since the beginning of 21th century, the concept of ‘Creative City’ has provided Busan with the driving strategy to exploit its existing resources and to build an infra-structure for its development. Film has been the main gear at the center of all the actions toward ‘Creative City’. The enormous success of Busan International Film Festival helped the city to gain the public recognition as a film city domestically as well as internationally. In addition, other film related organizations such as Busan Film Commission have played an important role for Busan. However, one should not fail to acknowledge the fact that the history of the close ties between Busan and film also attributed to the glorious status of Busan as a film city. Busan was entitled as ‘Creative City of Film’ by UNESCO in December, 2014. The entitlement was based on the significant role that Busan has played for the development of Asian film industries and the interchange of film culture among Asian countries. Now it is time that Busan should lead Asian countries to unite and form a strong bonding for the international network of film. However, the status of Busan as ‘city of film’ is now faced with several crises and challenges due to the political and industrial circumstances. This article is to figure out possibilities and tasks that Busan holds in order to play the role of ‘Hub of Asian Film’ and to proceed with the vision of ‘UNESCO Creative City of Film.’

21세기 이후 부산은 기존의 성장 패러다임에서 벗어나 도시 발전의 새로운 희망을 찾고자 노력하는 과정에서, 기존의 도시자원들을 활용하고 창의적인 인재들이 모여들도록 하는 창조도시 전략을 도시발전의 핵심전략으로 추진하고 있는데, 부산의 창조적인 도시발전의 원동력이 바로 영화이다. 우선 부산이 ‘영화도시’로 자리매김하게 된 데에는 물론 부산국제영화제와 부산영상위원회가 거둔 놀라운 성공이 직접적인 출발점이 되었지만, 그 배경에는 잘 알려지지 않은 부산과 영화 간의 긴밀하고도 깊은 역사가 배경으로 작용했다고 할 수 있다. 또한 부산은 아시아 지역의 영화문화와 영상산업의 발전과 교류에서 수행해온 구심적 역할을 토대로 부산은 2014년 12월에 유네스코에 의해 ‘영화창조도시’로 지정되었다. 이제 부산은 문화와 영상산업을 중심으로 한 아시아 지역 연대에 있어서 주도적인 역할을 수행해가는 동시에 국제적 네트워크 구축을 위한 첨단기지의 역할을 해 나가야 한다. 그러나 현재 ‘영화도시’로서의 부산의 위상은 국내외적으로, 산업적․정치적 맥락에서 여러 가지 위기와 도전에 직면해 있다. 따라서 본 논문은 ‘영화도시’로 시작된 부산의 도시 이미지와 정체성이 현재 ‘아시아영화의 허브’라는 역할을 해나가는 데에 있어서, 그리고 이를 기반으로 ‘유네스코 영화창조도시’의 비전으로 나아가는 데에 있어서 어떤 가능성과 과제를 안고 있는지에 대하여 모색해보고자 한다.
