Active collaboration is needed to meet rapidly-changing administrative needs and to solve complex policy problems in local levels. This article draws implications for pursuing one of the top priorities of state affairs under Park Gunhye administration. The government3.0 is a major external environmental change initiated by the Park Geun-Hye administration to promote the public happiness and the quality of life. The study recommends the followings to design effective strategies of public organizations facing the changes from government3.0 policy. First, in the institutional perspectives, they must build their organization ability to guarantee institutional and budgetary supports. Second, in the political-economic perspective, this study recommends the coalition building with external environment actors, the agenda-setting from a new perspective, and the improvement of external environment process. Given the rapid changes in their operating environments, it is important for public organizations to develop the ability in coping with an organizational environment and treating the environment as their internal affairs.

이 연구에서는 정부3.0 위원회의 출범으로 새로운 정부3.0 추진전략을 추구하고 있는 정부의 정책방향에 맞추어 탐색적 연구를 지향하면서 농촌진흥청의 정부3.0 운용사례를 분석하고, 이를 토대로 공공조직이 정부3.0이라는 외부환경에 효과적으로 대응해 나가기 위한 전략적 방안을 탐색해 보고자 하였다. 이를 위해 공공조직이 정부3.0이라는 외부환경에 대응해 나가기 위해서는 다양한 전략들이 필요한 바, 이 연구에서는 농촌진흥청의 정부3.0 운용성과를 살펴보고, 공공조직의 대응전략을 조직의 환경에 대한 중요한 관점 중 하나인 제도적 관점과 정치경제적 관점으로 구분하여 살펴보았다. 분석을 통해 이 연구에서는 정부3.0에 대한 대응전략을 첫째 제도적 관점에서는 ① 외부환경에 대한 영향력 확보를 위한 조직역량 구축, ② 법제화 및 예산의 확보 노력이 필요하고, 둘째, 정치경제적 관점에서의 대응 전략으로는 ① 외부 환경요인과의 연합 형성, ② 환경의 요구에 대응하는 새로운 관점의 아젠다 형성, ③ 외부환경 프로세스의 개선 등을 제시하였다.
