This research empirically compared with civilians and public officials about integrity perception and deducted factors that affect the integrity policy promotion in Gyeongsangnam-do. In this case, the independent variables are systematic factor, personal cognition factor, social-cultural factor and environmental factor. The dependent variables are change through the integrity policy which is reducing of accepting bribe, fairness of duty process, reducing of seizure etc. According to an analysis of result, civilians perceived negatively than public officials about integrity degree, integrity exertions degree, integrity policy effects. Regression analysis result deducted by influential factors for Integrity policy promotion were systematic factor, personal cognition factor and social-cultural factor. Through the results, we should suggest four points ; first, to reduce perception differential about integrity both civilians and public officials, second, to educate and reinforced about integrity perception on local community, third, to impose a heavy penalty on public official's corruption and to reinforce whistle-blowing system in local government, fourth, to strengthen integrity education to senior public official.

본 연구의 목적은 지방자치단체의 청렴정책에 미치는 요인을 분석하여 정책적 함의를 제시하는 것이다. 본 연구를 수행하기 위해 국내외 선행연구 분석을 기초로 분석틀을 구성하고 독립변수로 제도적 요인, 개인인식적 요인, 사회문화적 요인, 환경적 요인으로 설정하고 종속변수로는 청렴정책에 효과성을 제시하였다. 또한 영향요인을 실증적으로 규명하기 위해 경상남도 도민과 공무원 총 2,196명을 대상으로 설문분석을 실시하였다. 설문분석 결과, 청렴도, 청렴노력 정도, 청렴정책 효과 등에서 도민과 공무원간 인식격차가 나타났고, 회귀분석 실시 결과 청렴정책 효과에 영향을 미치는 요인으로 제도적 요인, 개인인식적 요인, 사회문화적 요인이 도출되었다. 정책적 함의는 첫째, 자치단체 청렴에 대한 도민과 공무원간 인식격차 해소 노력, 둘째, 지역사회 청렴문화 교육 및 인식전환 노력, 셋째, 공직사회 부패행위에 대한 처벌 및 내부고발시스템의 실효성 강화. 넷째, 고위공직자의 청렴도 및 공직윤리 교육 강화 등을 제시하였다.
