The purpose of this article is to empirically analyze factors affecting Relation between social welfare service contracting-out management structure and program performance focusing on elderly job creation project delivery systems. The results of the analysis are as follows. Based on multiple regression analysis, regulation effect analysis found that only supervision and evaluation among institutional factors influenced agent performance and formal composition of coalition, number of coalition influenced efficiency and agent’s program numbers. Second, contract management factors influenced program performance differently depending service type and particularly selection, supervision and evaluation among institutional factors influenced program performance positively in social-contribution type rather than organization relation factors. But competition, formal composition of coalition, supportive activities of other organizations among organization relation factors influenced program performance positively in market type rather than institutional factors. On the basis of analysis result, policy implications are suggested as follows. Firstly, incentive systems are to be designed properly corresponding to elderly job delivery implementation organization. Secondly, degree of oversee and evaluation activities, formal composition of coalition, supportive activities of other organizations are to be determined according to service characteristics or type. Thirdly, service characteristics need to determine competition structure.

본 연구는 보건복지부 노인일자리사업을 대상으로 복지서비스 분야에서 민간위탁의 계약관리요인이 사업성과에 미치는 영향을 살펴보고자 한다. 이 때, 계약관리요인의 유형은 주인-대리인 이론과 청지기 이론에 기반하며, 제도적 요인과 조직간 관계로 확장하여 사업성과와의 관계를 살펴본다. 또한, 계약관리요인들이 사업성과에 미치는 영향이 서비스 특성에 따라 달라질 수 있는지 알아보기 위해 사업유형의 조절효과를 검증한다. 분석결과는 다음과 같다. 첫째, 계약관리요인 중 제도적 요인은 상위기관의 감독·평가활동이 수행기관에게 업무부담을 주는 경우에만 기관성과에 정(+)의 영향을 미쳐 사업성과에 미치는 영향이 크지 않았다. 그리고, 조직관계 요인은 공식적인 협의체 구성과 협의체 모임 수가 효율성과 사업단수에 정(+)의 영향을 미쳐 제도적 요인보다 상대적으로 사업성과에 더 많은 정(+)의 영향을 미쳤다. 또한 조직관계 요인에서 경쟁관계가 아닌 협력관계 요인이 사업성과에 정(+)의 영향을 미쳤다. 둘째, 계약관리요인은 서비스 특성에 따라 사업성과에 미치는 영향이 달랐다. 사회공헌형 사업은 조직관계 요인보다 제도적 요인인 선별, 감독·평가활동이 사업성과에 더 많이 정(+)의 영향을 미쳤다. 그리고 시장진입형 사업에서는 제도적 요인보다 조직관계 요인인 경쟁강도와 공식적인 협의체 운영, 수행기관 지원활동이 사업성과에 더 많이 정(+)의 영향을 미쳤다. 따라서 사업유형별로 사업성과에 정(+)의 영향을 미치는 계약관리요인들을 선별하여 강화하는 것이 바람직하다.
