The purpose of this study is to test, through the levels of the perception and differences among participatory budgeting officials, the relations between the factors to facilitate participatory budgeting and local government improvements of budgeting. For the factors to facilitate participatory budgeting, the level of budgeting information disclosure, the level of comments reflect deliberate, and the level of budgeting education were selected as key factors of budgeting transparency, budgeting efficiency, and budgeting comment rationality related to the improvement of budgeting. The statistically tested results are as follows. First, concerning the level of budgeting education in relation to participatory budgeting among factors to facilitate participatory budgeting, most respondents replied that since the introduction of participatory budgeting, citizen committeemen have been in a higher level, whereas, government servants in a lower level. Second, the year of 2012 and 2013 saw citizen committeemen become in a higher level in the efficiency and rationality among key factors of the improvement of local government budgeting, while government servants in lower level in it. Third, for the single question of the expansion of the level of citizen participation, government servants and citizen committeemen share that citizen participation has been expanded, but both of them show an difference in the level of perception. There is a big difference in the level of budgeting education out of factors to facilitate participatory budgeting program; in the level of participatory budgeting program participants' perception of budgeting efficiency and rationality related to the improvement of budgeting. It is true that compared with citizen committeemen, government servants show a more skeptical response to participatory budgeting program. These developments would, thus, give much insight in improving participatory budgeting program, in the days ahead.

본 연구는 주민참여예산제의 활성화에 대해 관련 주체들(주민참여예산위원과 공무원)이 어떻게 인식하고 있 는 지를 조사하고 그 결과를 분석함으로써 주민참여예산제도의 활성화를 위한 정책적 함의를 도출하고자 한다 . 이를 위해 주민참여예산제의 활성화 요인과 지방자치단체 예산편성 개선 간의 관계를 주민참여예산 관련주 체들의 인식수준과 차이수준을 통하여 검증하고자 하였으며, 분석을 위하여 주민참여예산 활성화 요인으로 예 산정보 공개수준, 심의의견 반영수준, 예산관련 교육수준을 선정하였으며, 예산편성의 개선과 관련하여 예산 편성의 투명성, 예산편성의 능률성, 예산의견제시의 합리성을 핵심요인으로 선정하였다. 분석결과를 요약하면 다음과 같다. 첫째, 2012년의 응답에서는 주민참여예산 활성화 요인 중 주민참여예산관련 교육수준에 대해서 주민참여예산위원은 높다고 보는 반면 공무원은 낮다는 입장이다. 둘째, 2012년과 2013년을 비교해 볼 경우 지 방자치단체 예산편성 개선과 관련된 핵심 요인 중 능률성과 합리성에 대해서 주민참여예산위원은 높아졌다고 보는 반면 공무원은 낮아졌다고 인식하고 있었다. 셋째, 주민참여 수준에서는 공무원과 주민참여예산위원 모 두 주민참여가 확대되었다는 입장이기는 하지만 인식 수준은 서로 차이를 보였다. 현재 주민참여예산제의 활 성화 요인의 경우에는 예산관련 교육수준에서 주체들간에 인식의 차이가 있으며, 예산편성 개선에 있어서는 예산편성과 관련된 능률성과 합리성에서 주민참여예산제 주체들의 인식의 차이가 존재한다. 특히 주민참여예 산위원보다 공무원이 부정적인 입장을 보이고 있다는 점은 향후 주민참여예산제를 개선하는데 있어서 시사하 는 것이 크다고 판단된다.
