This paper is aimed at identification of supranational crimes and analysis of the measures to these crimes taken by the police organization whose main purpose of establishment is maintenance of public order. The police is mostly responsible to keep public order within a state. However, as the globalization progresses, international aspects of crimes develop and expand. Hence, the scope of policing activities cannot be limited to the domestic domain. This paper is meaningful in that it reviewed the police tasks of our time based on a case study of the German police with the globalization involving expansion of new international crimes. However, the globalization of crimes is a relatively recent issue and there are only few previous studies, which is a problem that is more serious in Korea. Therefore, studying Europeanization and globalization of the German police will contribute to filling the vacuum in the country's police studies to a certain extent. The German police has exercised their duties internationally beyond their national boundary. There are education courses and police officers specializing in the relevant training and other occupational exercise. Liaison officers at the federal investigation bureau (Bundeskriminalamt) under the Federal Ministry of the Interiors have been dispatched to foreign representative bodies since the early 1980s. They coordinate affairs between the German police and the police in each of their country of sojourn and support exchange of information between the two countries.

이 논문은 초국가적 범죄란 과연 무엇이며, 이러한 범죄에 대해 국가내부의 치 안유지를 주된 목표로 하고 있는 경찰조직의 대응 방안을 분석하는 데 있다. 경찰 은 주로 국가의 치안을 담당했다. 하지만 세계화가 진전되면서 범죄 또한 국제적 차원으로 확산되는 성격을 띠게 되었고, 따라서 경찰력의 활동 범위를 더 이상 국 가 내부로 한정할 수 없는 문제가 노정되었다. 이 논문은 세계화 시대 신종 국제 범죄가 지구적 차원으로 확산되는 추세에서 독일 경찰을 사례로 경찰력의 시대적 과제를 검토하였다. 그러나 범죄의 국제화는 비교적 최근에 등장한 문제이기 때문에 선행 연구가 일천한데, 그런 문제점은 한 국에서 더욱 더욱 두드러진다고 할 수 있다. 범죄가 세계화됨에 따라 양국간의 협력과 다자간의 협력이 늘어나게 되었고 국 경을 넘어서는 독일경찰의 경찰협력활동은 급격히 늘어났다. 그러나 세계적 차원의 기구, 유럽차원의 기구 가 국가적 차원의 범죄방지 기구를 없앨 정도로 효율적 이지는 않다. 내적 안전분야는 정부가 자신의 영역을 주장하는 주권적인 정책분야 이다. 그럼에도 불구하고 국가 밖에 존재하는 수사기구의 법적, 제도적인 근거를 무시할 수 없다. 독일 경찰의 유럽화와 세계화를 검토하는 작업은 한국 학계의 연 구의 공백을 메우는데도 일정하게 기여할 수 있을 것이다.
