This study aims to elucidate historical development of policy answer writing in the Chosŏn civil examination system. Policy answer writing was, originally used for answering to King's question, who had been looking for effective countermeasures on pending issues of the time. However as this writing form had been adopted in the civil examination, its intrinsic function had changed from suggesting pertinent advices to the ruler to showing answerer's erudition and talent in writing. Increased number of test-takers in the late Chosŏn period, had developed their own form of policy answer writing to cope with various questions. To date former studies on this policy answer writing form have ignored that there were two sorts of writing styles, palace policy answer 殿策 writing and exam policy answer 執策 writing, and that there had been quite historically meaningful changes in the form of writing. This study, accordingly, explores its writing structure of policy answer writing from the historical perspective and discusses its meanings of its historical development as well.

본고는 조선 시대 과문의 일종인 대책(對策)의 형식에 관한 연구이다. 대책이라는 문체는 본래 왕이 신하에게 현재의 폐단에 대해 해결책을 구할 때 사용한 문체이지만, 과거 시험에 사용되면서 일종의 시험용 문체로 변하게 되는 역사적 과정을 겪는다. 특히 조선에서는 과거 시험 응시자의 저변이 확대되면서, 과거 시험용 문체로서의 대책에 대한 작법이 민간에서 발달되기 시작하였다. 그 결과 조선 후기로 오면 소위 대책의 정식이 상당히 미세하게 규정되기 시작하였고, 답안들도 점차 천편일률적으로 상투화되던 결과를 낳았다. 조선 후기의 많은 과폐관련 문헌들이 이를 지적하고 있다. 대책 형식에 관한 선행연구에서는 집책(執策)과 전책(殿策)이 구분되어 있다는 점과 대책의 정식이 역사적으로 다른 적용 양상을 보인다는 점을 대책 형식 분석에 충분히 감안하지 않았다. 본고는 이와 같은 문제의식에서 집책과 전책의 형식적 구분에 근거하여 대책의 구문 형식을 논하고, 대책 정식이 실제 대책문에 적용되는 양상을 역사적으로 검증하고자 했다. 이를 통해 궁극적으로는 조선 과문 형식의 역사적 변화라는 큰 틀의 관심에 대한 하나의 사례로써 이용하고자 한다.
