We can know how serious the homeless human trafficking is by slavery on salt farms. Especially, as the street homeless people are the disadvantaged, uncovered damage of human trafficking will be more severe. Therefore, in this study, we analyzed the actual conditions of homeless human trafficking by statistical evidence and case study, and suggest the countermeasures as follows. First, it is needed to build social safety net with management system by the private, governmental and police. To achieve this, a homeless human trafficking task force must be created to prevent crime victim in where the homeless people are highly populated. And, we need to help the homeless people to create social relationships by using mentoring program for them. At the same time, psychiatric rehabilitation for stress, depression and desperation is needed to be done. Also, we should continuously train support agency and private organizations by providing prevention and information on the actual crime case. Second, the benefits and the independence support should be diversified and increased. After expanding self-supporting policy and making accessibility to facility easy, financial independence and residential welfare policy is needed to be realized for the homeless people not to be the target of the crime. Third, we need to prepare countermeasures of secondary damage for homeless human trafficking. To achieve this, debt occurred by homeless human trafficking is needed to be restored. And the police should crack down on and punish unregistered employment agency. Finally, we need to put social prejudices away and change the way we see the homeless people to help them to return to their normal society.

최근 노숙인 염전 노예사건을 통해 노숙인을 이용한 범죄피해가 얼마나 심각한 사회적 문제인지를 알 수 있었 으며 특히 사회적 약자로써 법의 사각지대에 놓여있는 거리 노숙인의 경우 실제 드러나고 있지 않은 인신매매 범죄피해의 상황은 더욱 심각할 것으로 예상된다. 따라서 본 연구에서는 노숙인 인신매매의 피해실태를 통계 학적 근거와 사례분석을 통하여 그 원인을 분석하고 그 결과 다음과 같은 대응방안을 제시하고자 한다. 첫째, 민·관·경 협력체제를 통한 체계적인 시스템을 갖춘 사회안전망 구축이 이루어져야 한다. 이를 위해서는 노숙인 밀집지역을 중심으로 노숙인 범죄피해를 예방하고 전담할 수 있는 전담팀이 구성되어야 하고, 사회적 지지망이 약한 노숙인을 위해 노숙인멘토프로그램을 이용하여 사회적 유대관계를 형성하게 도와주며 동시에 범죄피해로부터 오는 스트레스, 우울감, 자포자기와 같은 심리학적 재활을 병행해야 한다. 더불어 범죄피해사 례에 대한 예방 방법과 정보제공 등에 대한 각 지원기관과 민간단체의 지속적인 교육도 필요 할 하다. 둘째, 노숙인의 복지 및 자립지원 정책의 다양성과 확대가 필요하다. 우선적으로 노숙인 자활정책 프로그램의 확대와 시설에 대한 접근성을 용이하게 만들고, 다음으로는 범죄피해자로의 표적대상이 되지 않기 위해서 경 제적인 자립과 함께 주거우선지원정책이 실현되어야 한다. 셋째, 노숙인 인신매매에 대한 2차 피해방지 대책의 마련이다. 이를 위해서는 노숙인 인신매매로 하여금 발생 하게 되는 채무관계의 법률적 회복이 필요하며, 다음으로는 노동착취 인신매매 근절을 위해 미등록직업소개 소에 대한 경찰기관의 철저한 단속과 처벌이 있어야 한다. 마지막으로 무엇보다 정상적인사회로의 복귀를 위 해서 노숙인에 대한 사회적 편견의 배제와 인식의 전환이 요구된다.
