Order consciousness is a measure of the society. Order consciousness is a part that should not be never neglect in order to proceed with the future of the order developed countries and creating a social atmosphere together. It Should be based on the framework of behavior that order for the configuration, maintained and development of civil society. The social order can be divided into spontaneous order and the artificial order. Artificial order refers to the law and order, The law and order defines the concepts of basic orders and makes provision for compliance framework for lawful justice. The clear concept of the basic social order is necessary. There is a need to clarify the standard of the basic social order policing. It is necessary to the improvement of Police safety and activation of sympathy policing in policing topic in 2014, enhance compliance consciousness of citizens for compliance with the law and order and implementation of community policing cooperation with police. The concept and scope of the basic social order is the public order > the basic social order of wide sense > the basic social order of narrow sense and traffic order etc. to the order can be seen to be included in the parent concept in this study. The basic social order is limited to narrow sense. In this study presents the policing plan as follows: first, The continuing efforts of civil order awareness. Second, the most important thing to basic social order is the awareness of civic education policy. Third, it is important that the establishment of cooperation with relevant organizations continued. Furthermore, long- term measures should be taken in order to transfer the administrative work in local government or municipal police. The improvement of the community policing conference currently being performed is required so that it can be used as a collective response cooperation.

질서의식은 그 사회를 평가하는 척도이며, 더불어 살아가는 사회 분위기 조성과 미래의 질서 선진국으로 나아 가기 위해서 결코 방관되어서는 안 되는 부분이다. 시민사회가 구성 ․ 유지 ․ 발전하기 위해서는 질서라는 행동 기준의 틀이 있어야 하며, 이러한 사회질서는 자생적 질서와 인위적 질서로 나눌 수 있다. 이 가운데 인위적 질서는 법질서를 말하며 법질서는 기본적 질서 개념을 정의하여 질서적 정의의 준거 틀을 마련해준다. 기초질서에 대한 명확한 개념 정립과 대체할 만한 용어가 필요하며, 경찰 업무와 평가에 있어 기초질서 업무 의 기준을 명확히 할 필요성이 있다. 특히 2014년 경찰활동의 화두가 되고 있는 치안체감도 향상과 공감치안 의 활성화를 위해서도 기초질서 업무의 기준이 필요하며, 법질서 준수를 위한 시민의 준법의식 향상과 지역사 회와 경찰의 협력 치안 구현 방안 필요성에 의해서도 기초질서에 대한 명확한 구분과 업무 범위 설정은 의미 가 있다고 하겠다. 이 연구에서 기초질서의 개념과 범위는 공공질서 > 광의의 기초질서 > 협의의 기초질서와 교통질서, 집회시 위질서, 기타 관련법상 개별질서의 순으로 상위 개념에 포함되는 것으로 볼 수 있으며, 기초질서의 개념은 협 의의 기초질서 내용으로 한정하였다. 경찰의 기초질서 인식 수준과 질서유지 업무 분석을 통해 다음과 같은 경찰활동 방안을 제시하였다. 첫째, 기 초질서에 대한 시민의 질서의식 제고를 위한 지속적인 노력이다. 둘째, 시민의 질서의식 제고를 위해서 가장 중요한 것은 교육정책이다. 셋째, 지속적인 유관기관과의 협력체계 구축이 중요하며, 나아가 기초질서 업무의 분화에 따라 지방자치단체나 자치경찰에 행정질서 업무를 장기적으로 이관하는 방안을 강구해야 한다. 특히 현재 실시되고 있는 지역치안협의회가 공동대응 협력체로 활용될 수 있도록 개선이 필요하다고 하겠다.
