Due to the increasing demand for social security due to social and economic change of Korean society, police activity should inevitably participate in private security. This is proven by the fact that police and private security are actually forming mutually cooperative or independent area. To promote the improvement of guard’s competence through the 5th amendment of guard business law on December 30, 1995, security instructor system which is wholly in charge of guard’s instruction, supervision and education was established. Although security instructor system is operated in Korea to eliminate national anxiety over crime and to promote qualitative development of private security industry, several problems emerge in operation. Investigating the propriety of system and education related to security instructor test as well as the situation of selection and placement since 1997 when security instructor system was first introduced to date, this study investigates the theoretic background and situation of security instructor system to search the development method of security instructor system and intend to present the development method of security instructor system by diagnosing overall problem such as test, education, selection and placement of security instructor.

2014년 통계청 사회조사보고서에 따르면 우리 사회의 주된 불안 요인으로 범죄발생이 29.3%를 차지하여 우리 사회의 가장 주된 불안 요인으로 선정되었다. 2010년과 2014년처럼 사회적으로 큰 이슈가 되는 사건·사고가 발생한 경우를 제외한다면 범죄발생을 우리사회의 주된 불안 요인으로 생각해도 무방할 것이다. 경찰청에서 조사한 2013년 국민체감안전도는 66.7점으로 여전히 낮은 것으로 조사되었다. 한국 사회의 사회·경제적 변화에 따른 치안수요의 증대는 경찰활동에 있어서 민간경비의 참여증대를 불가피 하게 하고 있으며, 현실적으로 경찰과 민간경비가 상호 협력적 또는 독자적인 영역을 형성해 나아가고 있음을 알 수 있다. 1995년 12월 30일 경비업법 5차 개정을 통해 경비원의 자질향상을 도모하기 위하여 경비원의 지도·감독 및 교 육을 전담하는 경비지도사제도를 신설하였다. 우리나라는 국민의 범죄에 대한 불안을 해소하고 나아가 민간경비산업의 질적인 발전을 도모하기 위하여 경 비지도사제도를 운영하고 있으나 운영상에 시험, 교육, 선임·배치 등에서 여러 가지 문제점이 대두되고 있다. 본 연구에서는 경비지도사제도가 처음 도입된 1997년부터 현재까지 경비지도사의 시험 관련 제도, 교육의 적 정성, 선임·배치 등의 현황을 살펴보았으며, 경비지도사제도의 발전방안을 모색하기 위하여 경비지도사제도 의 이론적인 배경과 현황을 살펴보고, 경비지도사의 시험, 교육, 선임·배치 등 전반적인 문제점을 진단하고 이 를 통해 경비지도사제도의 발전방안을 제시하고자 한다.
