The government’s new awareness of internationalization and resultant improvementson policies and institutions has naturally brought the whole national society a betterunderstanding of internationalization and easy application of policy and institution onthe scene. With such endeavor initiated by the government, local Authorities have alsofollowed suit combining a positive effort for internationalization voluntarily. Internalization of local Authorities has evolved very actively under the slogan ofmaking domestic regions international. Now that earnest discussion of internalizationwith participation and activity is over 20 years, it is very important to review itseffectiveness and seek for a positive alternative in its future course. However, aheadof it, it is also an important process to verify how local residents recognize andexperience the internalization driven by their local Authorities. Thus, this study hasthe purpose of analyzing how the local residents perceive the local Authoritiesinternalization and measuring the effectiveness of policies on its base.

중앙정부의 국제화에 대한 인식전환과 정책 및 제도개선은 자연스럽게 전체사회의 국제화에 대한 인식 고취와 정책 및 제도의 이해를 통한 현장접목의 수월성을 고취하게 되었다. 특히, 중앙정부의 이러한 노력은 지방자치단체에 많은 영향을 미치게 되었으며, 지방자치단체도 자발적으로 국제화에 대한 적극적인 노력을 병행하게 되었다. 지방자치단체의 국제화는 지역으로부터 국제화라는 슬로건을 기치로 매우 활발하게 전개되었다. 본격적인 국제화에 대한 논의와 동참 및 활동의 역사가 이제 20여년이 지난시점에서 이에 대한 실효성을 검토하고 향후 방향에 대한 적극적인 대안을 모색하는 것은 매우 중요한 일이다. 그러나 이에 앞서 지역사회주민들이 인식하고, 경험하고 있는 지방자치단체의 국제화에 대하여 다시한번 검토해 보는 것도 중요한 절차라고 판단된다. 따라서 본 연구는 국제화가 지방자치단체의 주민들에게는 어떤 형태로 인식되고 있는지를 평가하고 이를 바탕으로 정책의 실효를 가늠해보고자 하는데 연구의 목적이 있다.
