This study classified the structure of citizen participatory budget(CPB) into threetypes and looked at the difference in the effects of the types in order to analyze howthe operational structure of the CPB impacts performances. For this, operatingconditions of the CPB in the autonomous districts of the seven metropolitan cities hasbeen analyzed by types. A F-test and T-test were conducted in these procedures. Asa result, the fact was found that high level of systematization promoted citizenparticipation and local council's acceptance of the draft budget that presented from thecitizen participation committee, especially the sub-group meeting committee in the CPBpromoted citizen participation. However, that some local governments which have lowdegree of systematization show a high degree of citizen participation points out thatother factors except for structural factors are important. Contrary to our expectation,the citizen & official committee had no affect on the degree of local council'sacceptance of the budget. According to the above results, the effect that high level ofsystematization has promoted performances of the CPB has been completely tested.

본 연구에서는 주민참여예산제의 운영구조가 성과에 미치는 영향을 분석하기 위하여주민참여예산제를 3가지 유형으로 구분하고 유형별 효과의 차이를 검토하였다. 이를 위하여 7대 도시 자치구.군의 주민참여예산 운영현황을 유형별로 분석하였으며, 이러한 과정에서 F-검증과 T-테스트를 실시하였다. 분석결과 제도화 수준이 높을수록 주민참여수준과 지방의회의 예산안 수용도는 높은 것으로 나타났으며, 특히 지역회의는 주민참여를촉진시키는 효과를 가져 오는 것으로 나타났다. 그러나 주민참여예산제의 제도화 수준이낮은 일부 자치단체에서도 주민참여도가 높게 나타나고 있어 구조적 요인 외 다른 요인들의 작용도 중요함을 시사하고 있다. 한편, 민관협의회는 지방의회의 주민참여예산 수용도에 영향을 미칠 것으로 예상되었으나 분석결과에 의하면 그러한 효과는 나타나지 않았다. 이상의 결과에 의하면 주민참여예산제의 제도화 수준이 성과에 미치는 효과는 검증되었다고 볼 수 있다.
