Police corruption is recognized as a barometer to estimate a degree of public officials’ corruption by the public; however, it is evaluated that police corruption especially related to an incident investigation, an entertainment establishment, and an illegal gambling are continuing. Many advanced countries are operating a system called “conflict of interest avoidance system” to prevent corruption of public officials and to ensure their ethics. This research suggests a three-stage-solution that may prevent corruption of police officers before it occurs due to conflict of interest during the performance of their duties. Conflict-of-interest issues should not be underestimated, as they might result in corruption of police officers. To prevent this, continual involvement of the bureaucrat and the organizations that plans and implement policies are needed. Also, the people’s participation in monitoring and advising public officials to prevent corruption are necessitated.

많은 선진 국가들은 공직자 부정부패를 예방하기 위한 공직윤리 확보를 위해 공 직자들이 이해충돌 상황이 발생하지 않도록 이른바 ‘이해충돌 회피제도’를 마련하 여 운영하고 있다. 본 연구에서는 경찰부패 예방의 근본적인 대책으로서 경찰이 직무수행 중 발생 하는 이해충돌(conflict of interest)이 부패로 연결되기 이전에 이를 차단하기 위 해 개인적·조직적·사회적 차원의 이해충돌 회피방안을 단계별로 구분하여 각 단계 에서 시행되는 방안들이 서로 유기적으로 연계되어 부패를 방지할 수 있는 이해충 돌 회피방안을 제시하였다. 경찰부패를 방지하기 위해서 무엇보다 중요한 것은 부패의 원인이 이해충돌에 서부터 출발함을 인식하고 정책을 입안하고 시행하는 기관과 관료들의 부패방지에 대한 적극 적인 의지와 이를 감시하고 조언할 수 있는 국민적 공감대 및 참여가 필요하다.
