Police welfare has been promoted in fragmentary steps without a systematic long-term plan in order to improve poor welfare environment; a private member's bill of the Framework Act on the Police Officer Public Health Safety and Welfare was proposed legally and institutionally at the national assembly in July 2011; and, the police finally became interested in improving poor welfare environment of police family after 68 years of foundation. According to changes over the whole society including rapid economic growth and IT development in our country, people's requirements for various education, culture and welfare have increased and thus, the government concentrates on welfare policy and budget compilation throughout the overall welfare in order to improve its level. Especially, different from general public officials, police officers are exposed to dangerous working environment due to characteristics of their job to protect life and property of people from many crimes; their service intensity is also high so that their attack rates of depression·heart attack are twice as much as the ones of general public officials while average life is 16.8 years shorter owing to dangerous and poor service environment, overburdened works, job stress and influence of trauma. Therefore, they often complain of difficulties arising from such things. In order to improve this, it is required to make efforts to prevent and cure their health impairment resulting from dangerous service environment or overburdened works through enhancement of welfare of police officers. As seen from above, it is necessary for KAPWS to make constant research and efforts in setting up a fund required for implementation of policy for health safety and welfare; it is also necessary to improve quality of police officers' life and to raise their status as well as morale so that police officers may devote themselves to security service only.

열악한 복지환경의 개선을 위한 체계적인 장기계획 없이 단편적인 수준에서 경 찰 복지를 추진 해오다가 2011년 7월 국회에서 의원 입법 발의로 경찰공무원 보 건안전 및 복지 기본법이라는 법적·제도적 장치의 마련으로 드디어 경찰이 창설 68년 만에 경찰 가족들의 열악한 복지환경의 개선을 위해 관심을 갖게 되었다. 우리나라에서는 급속한 경제성장과 정보기술 발달 등 사회전반에 걸친 변화에 따라 국민들 또한 다양한 교육‧문화‧복지요구가 증가되어 국가적 차원에서 복지전 반에 걸친 복지정책 및 예산 편성 등에 집중함으로써 사회복지 수준 향상을 위해 노력해 나가는 실정이다. 특히, 경찰공무원은 각종 범죄로부터 국민의 생명과 재산을 보호하는 경찰업무의 특성상 일반 직 공무원과 달리 항상 위험한 근무환경에 노출되어 있으며, 그 근 무강도 또한 높은 편이어서 위험하고 열악한 근무환경과 과종한 업무 및 직무스트 레스와 트라우마 등의 영향으로 일반인에 비해 우울증 ‧ 심근경색 발병률은 2배나 높고 평균 수명 또한 16.8세나 낮은 실정으로 이에 대한 어려움을 호소하는 경우 가 많다 이를 개선하기 위해서 경찰공무원의 복지를 증진함으로써, 근무환경 개선을 통 하여 위험한 근무여건이나 과도한 업무량 등으로 인한 경찰공무원의 건강장애 예 방 및 치유에 노력하여야 한다. 위에서 살펴본 보건안전 및 복지증진을 위한 정책에 소요되는 재원의 조성에 적 극적인 노력과 경찰공무원의 “삶의 질” 향상과 경찰공무원의 위상과 사기를 높이 고 치안업무에 전념할 수 있도록 한국경찰복지연구학회의 지속적인 연구와 노력 이 필요할 것이다.
