The current government of President Park Geun-hye has been applying a unification policy referred to as the trust-building process in the Korean peninsula. However, due to the lack of clarity in its policy goals criticisms surrounding the logical application have been getting louder. The author analyzed that the current unification policy having close connections with the National Community Unification Formular which in turn experienced complications related to the special circumstances surrounding the Korean peninsula. The author argues that suggests the trust-building process in the Korean peninsula is as a targeted effort to reduce the conflict situation between South and North Korea, and as the preliminary step for the greater National Community Unification Formular. In other words, trust-building process needs to be recognized as the initial process necessary to alleviate current conflict, which will be the foundation for the long-term cooperation between South and North Korea. Despite the existing political and ideology between the two Koreas, it is important to note the trust- building policy has identified North Korean System change as the primary task. This implies the application of constructionism, a theory that pursues unification through changes from North Korea. This is in contrast to Functionalism, which focuses on change in South and North Korean relations without any change from North Korea. Functionalism is also limited in its ability to explain this preliminary, initial phase. Therefore this paper study explains the discrepancies between the application of the trust-building process in the Korean peninsula policy and unification theory as a reflection of the idiosyncratic situation that currently exists between the two Koreas, and suggests the current government is making efforts to produce a tactical alternative.

박근혜 정부는 한반도 신뢰프로세스 정책으로 명명된 한반도 통일 실천전략을 추진해 왔다. 그러나 이 정 책은 정책 목표로서의 통일방안을 분명하게 설정하지 않은 채 현실에서 추진되어 옴으로써, 정책실천 논 리에 의문이 제기되어 온 상황이었다. 본 연구자가 검토한 현 정부의 대북정책은, 남북한 사이의 특수상황을 이유로 통일실현에 어려움을 경험 한 민족공동체통일방안과 밀접한 연계성을 가지고 있는 것으로 분석되었다. 이에 본 연구는 한반도 신뢰 프로세스 정책이 민족공동체 통일방안의 초기 실천단계 상황에 적용되는 대안으로, 남북한 사이의 갈등상 황을 해결하려는 노력으로 평가될 수 있다고 보았다. 장기적 시간을 필요로 하는 남북협력단계 진입 시기 이전까지의 갈등과 대결 시기를 신뢰프로세스 과정이라는 새로운 통일초기 단계로 설정한 것으로 이해해 야 한다는 것이다. 다만 이 시기는 통일방안의 기능주의 논리로 설명되기 어려운 것으로, 남북한 사이의 체제와 이념의 차이 가 극복되지 못한 상황에서, 한반도 신뢰프로세스 정책이 북한체제의 변화과정을 정책추진의 주된 과제로 설정한 것은 주목되는 부분이다. 통합이론상으로 이는 북한의 변화 없이 남북한 관계의 변화만을 설정하 는 기능주의 논리보다는, 북한 체제의 변화를 전제로 하는 구성주의적 시각으로 이해하려는 것으로 보아 야 한다. 따라서 본 연구에서는 통일논리와 한반도 신로프로세스 실천전략 사이의 차이를 한반도 특수성 으로부터 파생된 것으로 규정하고, 현 정부의 정책은 기존의 통일방안을 실천하려는 전술적 대안이라고 이해하였다.
