This study is about minimizing of gaps in Industrial Accident Compensation Insurance. We analyse the characteristics of job for unpaid family workers and verify the validity for expansion of application of Industrial Accident Compensation Insurance for them. We use the 300 survey data of unpaid family workers and 300 survey data of employers who work together with unpaid family workers for analysis. The result of research shows that the majority of unpaid family workers are woman and they are uneducated, the elderly and long time workers. 20.3% of unpaid family workers has positive intension of Industrial Accident Compensation Insurance. The positive intention of unpaid family workers increase up to three time if they were experienced industrial accident. However, we can not find out the relationship between the intension of industrial accident compensation insurance and degree of recognition about the insurance. The people who answers 'I don't know the Industrial Accident Compensation Insurance well but I've heard about it.' shows higher intension of the compensation insurance compare with the people who answers 'I know the Industrial Accident Compensation Insurance very well.' This tells us that the imbalance of information of unpaid family workers about Industrial Accident Compensation Insurance. Therefore, if policy decision maker applies the Industrial Accident Compensation Insurance to the workers who have no worker's right, he should have to introduce thoroughly the necessity of the insurance and security of the industrial accidental patient.

본 연구는 산업재해보상보험의 대표적 사각지대인 ‘무급가족종사자’에 대한 일자리 특성을 파악하고 산업재해보험적용 확대를 위한 타당성 검증을 통하여 무급가족종사자 재해보상에 대한 틀을 마련하고자 한다. 이를 위하여 무급가족종사자의 재해보장에 대한 해외사례를 살펴보고, 우리나라의 현황파악을 통하여 산재보험 적용을 위한 정책방향을 설정하는데 기여하고자 한다. 통계적 분석을 위하여 무급가족종사자 및 무급가족종사자를 두고 사업장을 운영하는 사업주에 대한 각각 300명씩의 설문 응답 자료를 활용하였다. 조사결과 무급가족종사자의 대다수가 여자이고, 저학력 층, 장년층, 장시간 노동자에 속하는 것으로 나타났으며, 무급가족종사자의 20.3%가 산재보험제도에 대한 긍정적인 의사를 가지고 있는 것으로 조사되었다. 이러한 산재보험제도의 가입의사는 사업장에서 산재 경험을 한 사람의 경우 약 2.9배까지 증가하는 것으로 분석되었다. 그러나 산재보험에 대한 인지도와 산재보험 가입의사의 관계에 있어서는 ‘산재보험을 잘 알고 있다’고 응답한 집단보다 ‘잘 알지 못하나 들어본 적 있다’고 응답한 집단에서 더 높은 가입의사가 도출되었다. 이는 무급가족종사자들이 산재보험에 대한 정보에 있어서도 취약하다는 문제점을 드러낸 것으로 볼 수 있다. 이러한 통계적 분석의 결과를 바탕으로 무급가족종사자에 대한 해외 사례를 검토함으로써 향후 산재보험의 적용 확대의 방향을 제시하였다.
