Heretofore, 35 ministries have been involved in the national qualification policy in Korea. Due to the increased importance of the qualification system, coordinated cooperation at the ministerial level is urgently needed. Currently, conflicts still exist among ministries regarding policy, and there is an overall lack of coordinative execution among ministries. The purpose of this study is: 1) to determine the status of cooperation and conflict related to qualification policy at the ministerial level, 2) to understand how to cooperate in order to share the vision and achieve goals of the Korean qualification policy at the national ministerial (departmental) level. The methodology of this study is as follows: First method is to identify cooperation among the ministries through research reports and other governmental sources. Second method is the in-depth survey, whereas the surveyed are the ministerial, high ranking officials in charge of the national qualification policy. The major results of this research are as follows: Firstly, the reason for ministerial level cooperation is to achieve a common goal of qualification policies at the national level. Secondly, the study examines the cooperative governance system in the area of qualification policy. There are two types of governance: lower level and higher level. In the former, the study proposes to build "Cooperative Network of Qualification Policy" among ministry’s practitioners. Meanwhile, in the latter, the study proposes to reorganize the existing Qualification Policy Council, where the vice ministers are involved as members and the Minister of Education serves as Chairman. In the final analysis, the study suggests that the ‘Qualification Policy Council’ should be replaced by the ‘Qualification Policy Committee,’ in which the Prime Minister should be Chairman. The reason being, that the PM, rather than the Minister of Education, is more of an appropriate titular head for inter-ministerial coordination and control with respect to qualification policy.

빠른 기술변화로 인해 평생학습이 강조되면서 자격정책의 중요성이 점점 높아지고 있다. 특히 과거 단일직무 중심의 자격이 최근 직무의 융합으로 인해 자격정책의 대상이 넓어지고 이로인해 자격정책의 부처간 협력이 요구되고 있다. 만약 이러한 협력이 이루어지지 않는다 면 자격정책의 결정이나 집행에 있어서의 실패 및 정책대상자의 혼란비용은 증가할 것이다. 이 연구의 목적은 우리나라 자격정책과 관련하여 부처간 협력 현황과 협력에 있어서 문제 점을 찾아보고 향후 부처간 협력을 위한 정책과제를 찾는 것이다. 연구의 목적을 달성하기 위하여 다음과 같은 내용을 연구하였다. 첫째, 자격정책의 부처간 협력의 필요성 및 부처간 협력과 관련한 이론적 논의를 정리하였다, 둘째, 현재 우리나라 자 격을 국가기술자격, 개별법 국가자격, 민간자격으로 분류하여 각각 자격정책의 추진체계를 검토하여 문제점이 무엇인지 검토하였다. 셋째, 개별법 국가자격의 부처담당자를 대상으로 설문조사를 실시하여 우리나라 자격정책의 부처간 협력 및 네트워크 현황과 문제점을 파악하 고 아울러 자격정책의 협력 방안에 대한 수요를 조사하였다. 마지막으로, 본 연구의 시사점 을 정리하고 아울러 자격정책의 부처간 협력을 위한 정책과제를 도출하였다. 본 연구의 주요 방법은 문헌연구, 전문가인터뷰 및 설문조사 등이다. 특히 설문조사 대상 은 개별법 국가자격을 관리하고 있는 28개 부처의 78개 담당과 공무원 86명이며, 전수조사 를 실시하였다.
