The defense industry used to be seen as a cash cow that guaranteed much profit. However, in the stream of rapid changes in the economic environment, the defense industry, to secure the transparency and competitiveness of its cost system, could not help but likewise change to establish the system that the government and customers demanded. Accordingly, the Agency for Defense Development, including government research agencies and big defense firms, centered on the Earned Value Management System (EVMS) and the defense integrated cost management system and have implemented them. Defense-related companies, mostly small and medium-sized or middle-sized, which account for 97.5% of all the companies involved in the defense industry, are also facing new challenges to meet the demanding requirements of the Defense Acquisition Program Administration (DAPA) and other government agencies, and at the same time, to seek additional revenues. Therefore, in this research, through some case studies of the establishment of the system by middle-sized companies, I suggest directions for second movers’ adoption of the system and demonstrate the need for further government assistance to induce them to adopt the system.

방위산업은 많은 이윤이 보장 된다고 통상적으로 인식되고 있었으나, 원가의 투명성 확보 및 경쟁력 강화를 위하여 정부나 고객이 요구하는 시스템 구축에 대해서 예외가 될 수 없는 상황으로 변하게 되었다. 따라서 방위산업체의 97.5%를 차지하고 있는 중소·중견 방위산업체 및 협력업체에서도 원가의 투명성과 경쟁력 제고를 위해 EVMS 및 통합원가시스템 구축이 필요하게 되었다. 그래서 본 연구에서는 방산 중견업체의 EVMS 운영 및 국방통합원가시스템 연계 구축 사례연구를 중심으로 후발업체들이 시스템을 도입하는데 방향성을 제시함과 동시에 시스템 도입을 적극적으로 유도하기 위해서 정부 차원의 추가적 지원의 필요성에 대해 제시하고자 한다.
