The primary goal of this study is to develop proper indicators for the evaluation and selection of a person who contributes to the progress of the defense industry. The evaluation indicators include input indicators, process indicators, and output indicators, sequenced according to their contribution to the defense industry. The indicators are proposed by the side of measurable and unmeasurable indexes. Especially, unmeasurable indexes are transformed into measurable indexes using the nominal 5-point Likert scale. In detail, the indicators had three parts: input elements based on the careers of the contributors, process elements associated with efforts to promote Association participation and create personal or organizational performance, and output elements as consequences of the direct and indirect activities of contributors to the defense industry. The indicators were itemized by position and level (e.g., an executive vs. a worker). The indicators have 20 items and a total score of 200 for all cases. Moreover, the evaluation table is proposed to easily evaluate contributors’ achievements. The indicators in this study are useful tools for selecting and evaluating a contributor to the development of the defense industry.

본 연구는 방위산업발전에 기여한 유공자를 선정•평가하기 위한 평가지표를 개발하는 데 목적을 두고 있다. 방위산업발전을 위한 유공자의 기여활동은 일련의 과정을 통하여 성과로 연결된다는 개념을 도입하여, 평가 지표는 투입(Input)-과정(Process)-산출(Output) 등으로 구분하여 개발하였다. 평가지표는 계량적인 지표와 비계량적인 지표를 모두 고려하여 구상하되, 비계량지표의 경우에는 등간척도로 변환하여 평가가 수월하도록 하였다. 투입지표는 유공자의 경력이나 자격증보유, 과정지표는 성과창출을 위한 유공자의 참여활동수준, 그리고 산 출지표는 기술개발(제품개발) 또는 사업화성공에 관련된 변수와 재무적 성장 등과 연관이 부분을 지표로 설정 하였다. 평가대상인 유공자는 임원과 일반근로자로 구분하여 각각의 평가표를 개발하였고, 평가항목은 전체 20개 항 목에, 점수는 200점을 만점으로 하였다. 이러한 평가표를 활용함으로써 방위산업발전 유공자를 선정•평가하 는 과정이 보다 합리적으로 정착될 수 있으리라 본다.
