This paper searched for customer-centered development plans for military specifications based on the research and development of weapon systems. Specifically, by examining US rules and regulations, including refinement cases, customer needs pertaining to military specifications were analyzed. By looking at the historical trajectory of such needs, policy alternatives were provided in the fields of defense acquisition, operation and maintenance of military supplies. This inquiry also specified the current situation and status of customer requirements as well as future trends of and in the military specifications. It contended that such specifications should be opened to the general public and expanded, and the timing of legalization must be matched with the timing of the acquisition process of weapon systems. This paper finally concluded that the ROK government should provide ways of improving the standardization and management system of military specifications.

본 연구는 무기체계 연구개발을 중심으로 고객중심의 국방규격 발전방안을 제시하는 것이 주된 목적이다. 구체적으로 선진사례인 미국의 국방규격 관련 제도 및 개선사항을 검토하고 우리나라 국방규격의 현 실태를 분석하여 고객의 개선 요구사항을 파악하며 효율적인 국방규격 관리체계를 발전시킬 수 있는 방안을 도출한다. 또한 본 연구는 우리나라 국방규격의 현황과 고객 요구사항에 대한 분석을 바탕으로 국방규격의 공개범위가 확대되어야 한다는 점을 강조하고 무기체계 획득과정에서 국방규격의 제도화의 시점이 일치해야 한다는 것을 지적한다. 궁극적으로 본 연구는 창조경제에 기여할 수 있는 국방규격 공개와 군수품의 전순기 동안 성능보장이 가능하도록 무기체계 연구개발을 중심으로 국방규격에 대한 정책적 대안을 마련하고자 한다. 결론에서 정부는 국방규격 관리체계와 표준화를 개선시킬 수 있는 방법을 제시해야 한다는 점을 강조한다.
