In the past, performance was dealt with as an independent variable, and its cost was deemed an input variable in the performance of Korea’s defense acquisition project. As a result, the acquisition cost of performance exponentially increased. As the enormous cost could not be covered by Korea’s limited defense resources, the cost factor should eventually be adjusted to an independent variable to address the practical demand for cost reduction. Thus, the idea of CAIV (Cost As an Independent Variable) was introduced to realize such demand for cost reduction. Since CAIV was first used in the Korean Helicopter Project (KHP) in 2006 for the research and development of technologies for the domestic weapons system, it has been used in various other projects. However, it has not yet been applied to the research development project for the force support system. Accordingly, in this study, the CAIV application was suggested by recognizing all the problems with the actual condition of cost management in the research and development project for the force support system.

국방획득사업을 수행하는데 있어 성능을 독립변수로, 비용을 그에 필요한 입력변수로 다루어 왔다. 그 결과 요구되는 성능을 달성하기 위해 획득비용은 기하급수적으로 상승하는 결과를 초래하였다. 이에 따라 국방자원이 제한된 상태에서 막대한 획득비용을 감당할 수 없어 비용절감이라는 현실적인 요구를 해결하기 위해 이제는 성능이라는 요소를 독립변수로 조정해야 한다는 결론에 이르게 되었고, 이를 구현하기 위해 비용을 독립변수로 하는 CAIV (Cost As an Independent Variable) 개념을 도입하게 되었다. 무기체계 연구개발사업에서는 목표비용관리(CAIV)기법을 2006년 한국형기동헬기개발사업(KHP)을 시작으로 현재는 다양한 사업에서 적용하고 있다. 그러나 전력지원체계 분야에서는 아직 적용하지 않고 있다. 따라서 전력지원체계 분야의 비용관리실태를 분석하고 연구개발사업에 CAIV 적용을 위해 제도 및 시스템 구축과 기반조성 측면에서 개선방안을 제안하고자 한다.
