For the last 60 years, the Korea Coast Guard (hereinafter ‘KCG’) has undergone a variety of changes in terms of its functions such as a change of its administrative structure due to significantly increased workloads – conducting some part of police tasks – and, thus, the expansion of the organisation. However, the KCG is now facing another challenge, restructuring the organisation brought about by the reduction of its functions under the restructure of the Government organisations since November, 2014. The purpose of this study is to examine the reduced functions and the internal and external factors of the KCG, and to provide suggestions to expand the capability of the KCG in dealing effectively with external changes of the organisation. On the basis of the result from a SWOT analysis conducted, the following strategies are suggested to re-establish the changed functions of the KCG: 1) as SO (Strengths and Opportunities) strategies, the establishment of a training institution to produce specialised KCG agents, ensuring maritime safety, and improving the status of the KCG through independent operations, 2) as WO (Weaknesses and Opportunities) strategies, ensuring job security, promotion, and autonomous workings of the local KCG organisations, and an improved reward system, and 3) as WT (Weaknesses and Threats) strategies, enlarging the capacity of the field command system, improving the partnership between private and public sectors for maritime safety, and a consultation system with maritime safety experts.

기능면에서 볼 때 지난 60여년간 해양경찰은 경찰기능을 중심으로 업무가 확장되 거나 타기관 업무가 이관되는 등 자연스러운 업무증가로 인하여 조직이 확대되고 이 에 따른 직제의 변화가 있었으나, 2014년 11월 정부조직 개편에 따라 해양경찰 출범 이후 처음으로 조직의 기능이 축소되어 구조조정이 불가피한 실정에 놓여 있다. 이 연구는 축소된 해양경찰의 기능들을 중심으로 내ㆍ외부 환경요인들을 진단하고, 이를 토대로 조직의 외적인 환경변화에 적절히 대응할 수 있는 전략들을 도출하여 한국 해 양경찰의 역량강화방안을 제시하고 있다. 이를 위하여 SWOT분석을 실시하였고, 분석결과 변화된 해양경찰의 기능을 재정립 하기 위한 다음과 같은 전략들이 도출되엇다. 우선 해양경찰 전문인력 양성기관의 신 설, 해상안전 등 고유의 이미지 확보, 독자적 기능 확보로 인한 조직위상 강화가 SO 전략으로 분석되었고, 해상치안강화를 위한 통합기구 신설, 부처간 해상정보공유체계 구축, 업무분화를 통한 전문성 강화가 WO전략으로 나타났다. ST전략은 해상업무 특수성을 강조한 안정적 직위보장, 지역별 업무운영의 자율성 보장, 포상급 지급 및 진 급기회 확대가 있었고, WT전략은 현장지취체계 역량 강화, 해상안전 관련 민ㆍ관 협 력 강화, 해상안전 관련 전문가 활용시스템 제고로 나타났다.
