The purpose of this study is to suggest the institutional measures to recast the manpower operation system of the port security with the real condition and problem of operating private security personnels for it. In order to secure the professionalism as well as the effectiveness of the port securituy with the private security, the manpower operation system should be improved and above all , the law related to maritime security business should be enacted suitable for the maritime safety. The security manpower operation considering the distinctiveness of the port security needs, for which the legislation should be preceded. By enacting the law related to maritime security business, the private security system for maritime safety is to be enforced. In addition, the professional qualification system for the maritime security personnels should be introduced and the education system should be built up in concordance with work type and position.

본 연구에서는 항만보안을 위한 민간경비의 활용 실태를 점검하고, 이에 따른 문제점 을 바탕으로 항만보안 인력운용체계를 재구성하기 위한 제도적 대안을 모색하고자 한다. 민간경비를 활용한 항만보안의 효율성과 더불어 전문성을 담보하기 위해서는 현행 인력운영시스템을 개선하여야 하며, 선제적으로 법령의 정비와 더불어 해사안전에 적 합한 경비업 제도가 시행되어야 한다. 항만보안의 특수성을 감안한 보안인력운용이 필요하며, 이를 위한 법제화가 선행되 어야 한다. (가칭)해양경비업법을 제정하여 선박 및 해양시설의 방호와 더불어 안전 을 확보하기 위한 경비업 제도가 시행되어야 한다. 그리고 항만보안업무를 수행하는 경비원의 업무특성에 따른 전문성을 담보하기 위한 전문자격제도가 시행되어야 하며, 이를 토대로 하여 각 업무별·직렬별 교육과정이 체계화되어야 한다.
