The Austrian school of economics is best known for its work on economic calculation, which concludes that markets and market prices are necessary for rational economic calculation, and for its business cycle theory. The Austrian school, whose ideas had a significant impact in the 1930s, fell from prominence in the mid-twentieth century. The school has seen renewed interest in its ideas in the twenty-first century because its work on economic calculation lends insight into the collapse of the Eastern bloc centrally planned economies, and because its business cycle theory offers insight into the recessions following the bursting of the dot-com bubble in the 1990s and the housing bubble in the 2000s. The Austrian school’s ideas strongly support free markets over government planning, and predictable macroeconomic policy rather than fine-tuning. This paper discusses how the ideas of the Austrian school can be applied to Korean economic policy, and suggests that a reduction in government oversight of the economy is the best route toward transforming Korea into a creative and entrepreneurial economy and enabling it to establish itself as one of the world’s leading economies.

경제학에서 오스트리아 학파(Austrian school)는‘경제적 계산’(economic calculation)과‘경기변동이론’으로 가장 잘 알려져 있으며, 합리적 경제적 계 산에 시장과 시장가격이 필요하다고 결론 내리고 있다. 오스트리아 학파의 사 상은 1930년대에 큰 영향을 미쳤으나 20세기 중반에 와서는 그 영향력이 떨어 진 바 있다. 그러나 21세기에 와서 오스트리아 학파의 사상이 새로이 주목받고 있다. 그 이유는 두 가지이다. 첫째, 경제적 계산이 동유럽 계획경제의 붕괴에 통찰력을 제공하였고, 둘째, 경기변동이론이 1990년대 닷컴(dot com) 버블과 2000년대 주택 버블의 폭발에 이은 경기침체에 커다란 통찰력을 제공해 주었 기 때문이다. 오스트리아 학파의 사상은 정부 계획보다는 자유 시장을 적극적 으로 옹호하고 있으며, 미세조정(fine tuning)보다는 예측가능한 거시경제정책 을 지지하고 있다. 본 논문은 첫째, 오스트리아 학파의 사상이 한국 경제에 어떻게 적용될 수 있는지를 논의하고, 둘째 경제에 있어서 정부 감독의 축소가 한국이 창조경제 와 기업가경제로 전환하는 데 최선의 방도라는 것을 제안하는 데 그 목적이 있 다.
