This paper tries to explore features of immigration and multicultural education policies in Australia and to review the Adult Migrant English Program, known as one of the most successful migrant settlement programs among migrant countries. Key findings are as follows: First, in order to embody multiculturalism in our society, comprehensive immigration and multicultural policies should be implemented as a part of social integration. Second, it is required to set up the special department exclusively responsible for effective immigration and multicultural policies as well as to organize a committee for better communication and interaction between policy makers and policy beneficiaries so as to spread the ‘bottom-up’ multiculturalism. Third, it is important to reshape the migrant (language) education curriculum and migrant settlement centers at national level so that migrants can achieve the language integration, which is the pre-requisite for smooth settlement. Finally, lifelong education has much to do in multicultural societies. Lifelong education should play a main role to offer the opportunity ‘to enhance the positive contribution of migrants’ by developing multicultural competencies and to reinvigorate education for multicultural citizens from a human rights point of view.

본 연구는 호주의 이민정책과 다문화교육 정책을 살펴보고 이주민 정착교육 프로 그램의 사례 검토를 통해 우리 사회의 이민자 정착 지원과 다문화 평생교육을 위한 시사점을 얻고자 하였다. 호주의 이민자 정착 지원을 위한 평생교육 사례로 ‘성인이 민자영어교육프로그램(AMEP)’을 선정하였다. 연구의 결과 및 시사점은 다음과 같다. 첫째, 다문화주의 구현을 위한 사회통합정책의 일부로 종합적인 이민정책 및 다문화 정책이 실시되어야 한다. 둘째, 이민 전담부서를 설립하여 효과적인 이민 및 다문화 정책을 수립하고 집행해야 함과 동시에 ‘아래로부터의’ 다문화주의 확산을 위한 정책 집행자와 정책수혜자간 의사소통의 장을 마련해야 한다. 셋째, 이민자들의 정착 필수 조건인 언어통합을 위해 국가 차원의 통일된 교과과정 및 체계적인 교육지원센터의 정비가 필요하다. 넷째, 다문화사회에서 평생교육은 이민자들의 다문화적 역량을 계 발하여 ‘이주의 선순환’을 이끌 수 있는 기회를 제공하고 사회 구성원 모두를 위한 인권적 차원에서의 시민 교육을 담당할 수 있어야 한다.
