Adolescents of each region in Chungbuk mostly hold around 15%~20% of regional population. Although the number of their population is small, however they spent the longest time in the region, and they are the major users of various public facilities of the region. In order to activate their participation in program actively and positively, it is necessary to let the adolescents participate in the regional cultural activity program, regional social development program, civic life program, service activity program, personal development program, exchange program with other regional adolescents, etc. which adolescents can determine and act at the eye-level of them from the planning stage, and initiatively operate and participate therein. Youth facility can reduce economic burden of space security through being connected with regional educational facilities and cultural facilities and be prepared as the new youth facility to maximize efficiency by activating on-line information system and network, and prepare for the 21st century's globalization and informationization, also, can be utilized as a place of exchange among the generations by recreating as the facility for the regional citizens, not only for the adolescents.
