As petroleum resources in the land, which are fossil fuels, become depleted, many counties started to focus on development of offshore oil and gas, and it is being reflected on investment of great funds in offshore plant industry by each country around the world for development of offshore oil and gas. However, offshore plant industry can cause a variety of risks in its development process including design of facilities, procurement, fabrication, transportation, installation and delivery, and, in case that these risks are realized, there could be enormous financial damage not only for contractor for offshore plant construction but also for ordering body, resulting from delays in construction and failure in recovery of funds invested. To defend against such risks, WELCAR 2001 was established in the form of insurance policy having standard terms and conditions by Lloyd's Syndicates at Wellington in 2001. In this study, this paper tries to review current status of offshore plant construction, the needs of insurance policy for offshore plant construction and standard insurance terms and conditions that can be applied for both property damage insurance and liability insurance and suggest the needs of development of modified offshore construction insurance policy for Korean Language policy and matters to be considered for improvement by reviewing coverage and indemnity clauses of property damage insurance policy.

화석 연료인 육상 쪽의 석유자원이 고갈되어 가면서 해상석유·가스의 개발에 많은 관심이 집중 되었고, 이를 반영하듯 세계 각국은 해양석유·가스의 개발을 위해 해양플랜트산업에 막대한 투자 를 집중시키고 있다. 그러나 해양플랜트산업은 설비의 설계, 구매, 제작, 운송, 설치 및 인도를 위한 과정에서 다양한 위험이 상존하게 되고, 이러한 위험이 현실화 될 경우에 시공자인 해양플랜 트 공사 시공자에게 막대한 경제적 위험이 발생할 뿐만 아니라 해당 공사의 발주자도 공사의 지연 및 투자 자금의 미회수로 인하여 심각한 경제적 타격이 예상된다. 이러한 위험을 담보하기 위해 2001년 웰링턴에서 로이드 신디케이트(Lloyd’s Syndicate)들에 의하여 표준약관 형태의 WELCAR 2001 해양플랜트공사보험약관이 개발되었다. 이에 본 논문에서는 해양플랜트공사 의 현황 및 해양플랜트공사보험의 필요성 그리고 물적손해보험약관 및 배상책임보험약관에 모두 적용되는 일반보험조건, 아울러 본 논문에서 주로 살펴보고자 하는 물적손해보험약관의 담보내용 및 면책규정을 통해 국문 해양플랜트공사보험약관의 개발 필요성 및 고려되어야 할 개선 방안을 제시하고자 한다.
