This article is meant to illuminate the significance of the secular power in the history of Western political philosophy by analyzing its arguments that had been suggested by the secularistic political thinkers in the medieval times. The concept of the secular power may be used with the contrary meaning to the ecclesiastical power. The Gerasian doctrine(two swords theory), the Roman Law emphasizing the distinction between the public and private spheres and such historical facts as "the state existed before church", "the emperor held and supervised the religious conference and appointed the bishop", had been offered as the theoretical grounds for the secular arguments. John of Paris argued for secular power in the moderate position. On the other hand, Marsilio of Padua and William of Occam spoke for the primacy of the secular power over ecclesiastical power in the extremist position. The primacy of the secular power over ecclesiastical power that had begun in the late medieval times and continued until the fifteenth century, might be said to promote the formation of modern state and the theory of the divine right of king. On the contrary it became the cause of the civil war because the religious problems would be often political ones within the nation after the Reformation.

본 논문은 중세시기 교권과 세속권의 논쟁에서 제기되었던 세속권 논의에 대한 체계적 인 분석을 통해 서구정치철학사에서 세속권의 의의를 밝히려고 한다. 교권의 대립적인 의미 로서 세속권의 개념이 사용되었고 그러한 세속권의 주체는 황제 또는 군주로 이해하였다. 게라시언 원리(양검론), 공적영역과 사적영역을 구분한 로마법 그리고 "국가는 교회보다 선재했고," "황제는 종교회의를 소집과 감독하고 주교를 임명할 권한을 소유했다는" 등의 역사적 사실 등이 세속권 논의의 이론적 근거들로 제시되었다. 존의 온건론적인 세속권 논 의와 마르리오와 윌리엄의 극단적인 세속권 우위의 입장을 검토했다. 중세말기에 세속권 우위는 확립되어서 근대국가와 왕권신수설의 형성에 기여한 반면 종교 개혁이후 종교문제는 국가 내에서 정치문제가 되어서 내란의 원인이 되었던 것도 사실이다.
