This study amis to conduct an in-depth analysis of education specialists' perception of student human rights and their experiences and present the data necessary to find ways to promote student human rights. We conducted in-depth interviews of 10 community education specialists with more than two years of experiences in Seoul and Gyeonggi Province. By applying a content analysis methodology, we derived three categories and 12 sub-categories from their perception and experiences. The three categories are 1) “Pursuit of essential Meaning: Dignity, independence, and rights to protection, education, equality and welfare”, 2) “Facing a dilemma: Competitive education system and false perception of human rights, and human rights education that is not effective in human rights protection”, and 3) “Overcoming via practical efforts: i) Promotion of human rights sensitivity - understanding and acceptance, ii) Observance of confidentiality principle - conquest of selectivity and prevention of a feeling of stigma, and iii) Respect for decision-making right - client-oriented services and vitalization of autonomous student activities.” Based on these results, we presented our practical recommendations.

본 연구는 학교현장에서 교육복지서비스를 전달해야하는 교육복지사의 학생인권에 대한 인식 및 경험을 심층적으로 분석하고, 학생인권 증진방안 모색의 기초자료를 제시하는 데 주요목적이 있다. 이를위해 2년 이상의 경력이 있는 서울경인지역의 교육복지사 10명을 대상으로 심층면접을 실시하였으며, 연구방법으로는 질적 내용분석방법을 적용하였다. 연구결과 참여자들의 학생인권에 대한 인식 및 경험의 하위범주는 12개, 상위범주 3개로 도출되었는데, 도출된 범주들을 살펴보면 다음과 같다. 첫 번째 ‘본질적 의미를 추구함: 존엄성, 주체성, 보호권, 교육권, 평등권, 복지권’, 두 번째‘현실적 딜레마에 빠짐: 교육주체의 박약한 인권의식, 반인권적 경쟁교육, 인권에 무력한 인권교육’, 세 번째 ‘실천적 노력을 통한 극복: 인권감수성 함양 - 이해와 수용, 비밀보장 원칙 준수 - 선별성 극복과 낙인감 방지, 자기결정권 존중 – 클라이언트 중심의 서비스, 학생자치활동 활성화’등 12가지 하위범주와 3가지 범주로 도출되었다. 이러한 연구결과를 토대로 실천적 제언을 제시하였다.
