This paper examined the character and process of Silla’s diplomacy toward Japan, and Silla people’s perception of Japan and Balhae. Although Nihonsyoki(日本書紀) tells us that Silla, Goguryeo and Baekje became the savage country(蕃國) of Japan after Empress Jinggu(神功皇后)’s conquest of Silla, it’s hard to believe it as it is. After the promulgation of Taihoryo(大寶令) in 701, Japan stipulated Tang Dynasty as a neighboring country(隣國) and Silla as a savage country. Simultaneously, they seemed to make an excessively forced analogy that the legend that Empress Jinggu conquered Silla was an origin for Japan’s decision to define Silla a savage country. At this time, Silla perceived Japan as an object of good-neighbor diplomacy(交隣) or a potential enemy, not as a big country like Tang that served with a suzerain state. In the early 8th century, Japan treated Silla’s envoys as envoys of the savage country and this treatment did not meet with big opposition from Silla. But this acceptance from Silla was not because Silla acepted the Japanese world order and the Japanese view of the world or admitted itself as a savage country of Japan. It is hard to say that Silla’s acception was more than a diplomatic gesture from concern about Japan’s invasion. In the early 730s Silla people were self-confident of their country and regarded themselves as people of a country that was a noble-man country(君子國) that developed Confucian culture comparable to that of China. On the other hand, Silla derogated and discriminated Japan and Balhae an uncivilized barbarians country(夷狄國) that fell behind culturally. So it can seem that Silla people tried to show off the internal and external self-regard of a nation through this. After 730s Silla lodged a strong protest against Japan’s treatment that treats its envoys as savage country’s envoys based on its view of Japan that regarded Japan as a barbaric outlander. Since Japan adhered to their prior decision to treat Silla as a savage country according to the rules of Taihoryo, these two countries conflicted each other frequently.

본 논고는 8세기 신라의 대일외교 성격과 전개, 그리고 신라인의 대일본·발해인식에 대하여 살펴본 것이다. 日本書紀에서 神功皇后의 신라 정벌 이래 신라와 고구려, 백제가 日本國의 蕃國이 되었다고 전하지만, 그대로 믿기 어렵다. 701년 大寶令 반포 이후에 일본은 唐을 隣國, 신라를 蕃國이라고 규정하였고, 이러면서 동시에 신라가 일본의 蕃國이 된 淵源을 神功皇后의 新羅征伐에서 附會하였을 것으로 보인다. 이때 신라는 日本을 唐과 같은 宗主國으로 섬겨야 할 大國이 아니라 交隣의 대상이나 또는 잠재적인 敵國으로 인식하였다. 8세기 전반에 日本은 新羅 使臣을 蕃國 使臣의 禮에 따라 대우하였고, 신라는 이러한 일본의 태도에 대하여 크게 이의를 제기하지 않았다. 당시 신라가 일본의 요구를 수용한 것은 그들이 일본 중심의 世界秩序와 天下觀을 받아들여 그들의 蕃國이라고 스스로 自認하였기 때문이 아니라 일본의 침략을 우려하여 취한 외교적인 제스처(Gesture) 이상의 의미를 지녔다고 보기 어렵다. 730년대 초반에 신라인들은 自國을 중국과 대등한 유교문화를 발전시킨 君子國이라고 자부하였고, 반면에 日本과 渤海를 문화적으로 낙후된 夷狄國으로 貶下하여 차별하였다. 이때 신라인은 중국 중심의 세계질서를 수용하면서도 自國은 중국과 동등한 유교문화를 발전시킨 君子國이라고 자부하는 한편, 일본과 발해는 신라보다 문화적으로 낙후된 야만적인 夷狄國으로 貶下하여 나름 대내외적으로 자존감을 드러내려 하였던 것으로 볼 수 있다. 신라는 730년대 이후에 일본을 夷狄으로 인식하는 對日本觀을 바탕으로 일본에 파견한 自國 使臣들을 번국 사신의 예로서 대우하는 일본측의 태도에 대하여 강력하게 항의하였고, 이에 대하여 일본은 大寶令의 규정에 따라 신라가 蕃國의 예를 준수하기를 고집하였기 때문에 두 나라 사이에 외교적 분쟁이 잦았다.
